bidding questions is Friday, January 22, 2021, 10:00 am. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 shall be required. The estimate of probable cost for this project is $750,000.00. Each bid must be accompanied by a bid guaranty in accordance with the Instructions to Bidders. FAILURE TO SUBMIT A PROPER BID GUARANTEE WILL AUTOMATICALLY INVALIDATE THE BID. Successful bidder will be required to post an acceptable Performance Bond in accordance with the Instructions to Bidders. If successful bidder fails to enter into a proper contract or defaults in any portion of his bid, the bid guarantee shall be forfeited as liquidated damages. Bid guaranties of unsuccessful bidders will be returned following award of bid. The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, ORC Sections 4115.03 and 4115.16 and related requirements. The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements/tests, a copy of which are included in the bid documents. Attention of the bidders is called to the following: compliance with the County's Equal Opportunity Policy; and signing of a Non-Collusion Affidavit, a Personal Property Tax Statement, a NonDiscrimination Provision, an Affidavit in Compliance with ORC 3515.13, and Quality Contracting Standards, which are to be included and returned with the bid. Bidders must also meet the insurance requirements of the County. PLEASE NOTE: the County is exempt from all Federal, State, Local and/or Excise Taxes The Board of County Commissioners of Clark County, Ohio Reserves the Right to Reject Any and All Bids; and the Board Also Reserves the Right to Waive Any Defect in a Bid Which Does Not Materially Alter the Bid Item.
