Site work and paving for a road / highway in Delaware Water Gap, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Bids must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least 10 percent (10%) of the total bid. The successful bidder will be required to furnish and pay for a Satisfactory Performance and Payment Bond and Labor and Material Bond in an amount of 100% of the contract amount. A Certificate of Insurance, showing proof of Workers Compensation Coverage, must also be submitted. The project will require minimum wages and salaries to meet the PA Prevailing Wage requirements. All questions concerning the bid documents or the project in general should be submitted to the Engineer no later than 4:30 p.m. February 24, 2021. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, national origin or handicap. Award of the Contract, will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities permitted by law. Bids may be held by the Borough for a period of 60 days from the date of Bid opening for the purpose of reviewing Bids and investigating qualifications of bidders prior to awarding Contract. The Borough intends to award the contract at a Council Meeting on April 5, 2021. Delaware Water Gap Borough proposes to mill and overlay Cherry Valley Road which will aid in providing a roadway crown and will direct stormwater by sheet flow to the lawn areas adjacent to the roadway. This will provide assurance that the stormwater will run along the lawn areas and not the pavement which results in pavement decay. Minor driveway adjustments and grassed transition areas will be required to meet the new paved roadway surface. The project is located along Cherry Valley Road in Delaware Water Gap Borough and will extend approximately 2,500 feet from Main Street (S.R. 0611) to the municipal boundary shared with Smithfield Township. In addition, a concrete curb is proposed to replace an existing rolled bituminous curb to aid in directing stormwater away from an existing home, and an existing speed hump will be removed and installed. In addition to the above base bid work, alternate bid work will include installing an inlet, storm sewer pipe and flared end section with rock riprap, connecting an existing sump pump to the newly installed inlet, adjusting existing driveways to provide positive drainage, and remove and replace storm sewer near the intersection of Cherry Valley Road and Kimberly Road. A pre-construction meeting with the Contractor and Borough Engineer is required prior to the start of work. CLARIFICATION DEADLINE 3/3/2021 4:30 PM
