Construction of the 2021 Street Improvements in the Village of Darien includes four work areas located along Badger Parkway from the railroad tracks to Madison Street, the western access to West Park, the WalcoMet lift station parking lot, and the Department of Public Works parking lot. The Badger Parkway work area improvements generally consists of pulverizing the existing pavement, shouldering, ditch grading, removing and replacing storm sewer culverts, paving the roadway and ditch restoration. The West Park Access work area improvements generally consists of excavating to a uniform width an existing gravel drive, improving the drives access point with a concrete apron and asphaltic paving. The WalcoMet lift station parking lot improvements generally includes removing the existing asphalt area, adding additional asphalt area and paving the lot with an access point to the West Park Access. The Department of Public Works parking lot improvements generally includes improving the access points with concrete openings, concrete aprons into the existing buildings, removing and replacing existing sidewalks, pulverizing the existing parking lot, adding curb and gutter around a proposed landscape area, paving the parking lot, and planting landscaping trees and shrubs. Erosion control and traffic control are required for all work areas. \ Major work items and approximate quantities include: 2,600 tons of asphaltic pavement, 600 tons of base aggregate dense, 9,300 square yards of pulverizing asphaltic pavement, 280 square yards of concrete driveway, 1,100 linear feet of culvert pipe, 1,000 cubic yards of excavation, 1,100 linear feet of pavement sawcutting, and 4,000 square yards of restoration. Together with appurtenant construction, including traffic control and erosion control. \ Work associated with the Badger Parkway work area of the contract is a Wisconsin Local Roads Improvement Program (LRIP) MSILT Project. Procurement of the work and the award of the contract will be in accordance with the provisions of S.62.15, S.66.0901 and S.779.16, Wisconsin Statutes. Bid Security in the form of a certified check payable to the Village of Darien or a Bid Bond without condition to the Village of Darien in the amount of five (5) percent of the base bid shall be submitted with the bid as a guarantee that if the bid is accepted, a proper contract and bond will be executed and filed within 15 days after the acceptance of the bid. If such bidder fails to execute and file such contract, the amount of the check or bid bond shall be forfeited as liquidated damages. Bids shall be submitted on the bid form provided and all blanks must be filled in for the bid to be accepted. No bid may be withdrawn for a period of 60 days from the date of the bid opening. The Village has the right to reject any and/or all bids received, to waive any minor defects or irregularities that may be found in the bids, and to accept the bid that is in the best interest of the Village. In accordance with the Advertisement for Bids, "all bidders must submit a Bidders Qualification Statement, four (4) days prior to bid opening, unless already on file with the Village or the Engineer. Failure to submit a Bidders Qualification Statement by the date noted is grounds for disqualification and/or rejection of bid." Bidders Qualification Statements are due Monday, February 22, 2021.
