ADVERTISEMENT FOR BIDS 2021 WWTF UPGRADE CITY OF EAGLE RIVER VILAS COUNTY, WI The City of Eagle River will receive and accept bids for the construction of the City of Eagle River 2021 WWTF Upgrade until 2:00 P.M. April 29, 2021. Bids may be submitted through QuestCDN.com via the online electronic bid service (QuestvBid). In accordance with USDA Rural Development stipulations, contractors wishing to submit hard copies of Bids via mail or hand delivery in lieu of electronic submittals through QuestCDN.com shall request a Bid Form from MSA Professional Ser vices no later than 2 p.m. on April 22, 2021 (one week before the scheduled bid opening). All electronic bids will be downloaded, any hard copies will be opened, and all Bids will be publicly read aloud during a virtual public bid opening that will be held at the day and time of the bid closing. All planholders will receive information via Quest on how to join the virtual meeting prior to the bid opening. A pre-Bid conference will be held at 2:00 p.m., local time on April 20, 2021 at the Eagle River Wastewater Treatment Facility located at 323 West Division Street, Eagle River, WI 54521. Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. The work for which bids are asked includes the following: The project will include upgrades to the City's existing wastewater treatment facility and Forrest Street Lift Station. Work at the wastewater treatment facility will include the replacement of the grit separators, HVAC, electrical, controls and plumbing components in the Headworks Building. Work will also include replacement of the surface aerators in the Oxidation Ditches, upgrades to the existing chemical feed and HVAC systems in the Chemical Feed/Blower Building, replacement of a gravity belt thickener feed pump, upgrades to the plant electrical and controls, and other miscellaneous appurtenances. Work at the Forrest Street Lift Station shall include a new sanitary manhole, rehabilitation of the existing wet well and piping, replacement of the valve vault and forcemain, installation/replacement of asphalt, installation of a retaining wall, installation of a natural gas standby generator, and replacement of the electrical service and controls. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. BIDDER is required to deliver the original certified check or bid bond within the 72 hours of bid opening to MSA Professional Services, Inc., Attn: Pat Morrow, 1835 North Stevens Street, Rhinelander, WI 54501. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by Federal Davis Bacon Wage Rates. Federal wage rates can be found at http://www.wdol.gov/dba.aspx#0. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening. This project is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service. Information on applicable federal requirements is contained in the Project Manual. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 0.6% Goals for female participation in each trade = 6.9% Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver apply to this contract. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
