Renovation of an educational facility in Normal, Illinois. Design plans call for the renovation of a 80,919-square-foot, five-story above grade educational facility.

As of May 26, 2022, an engineer has been selected. A stage of design and a firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: The Illinois State University in Normal is a 175-building facility established in 1857. The Felmley Science Annex #0141 (U0016) is a 80,919 square foot, 5-story building established in 1963. The scope of work provides for repairing and upgrading the HVAC systems, including, but not limited to, the building air handling systems, control systems, VAV boxes, energy recovery systems, ductwork, and hydronic systems with a focus on energy conservation. The project includes removal of associated stand-alone pneumatic controls and addition of new replacement DDC control system to communicate with the existing University central building automation software system. The work also provides for evaluation and replacement of all vertical ribbon strip curtain wall sections and upgrade of plumbing, electrical and mechanical systems, including lab hoods, safety showers and eye wash stations. The existing rooftop HVAC equipment results in a negative aesthetic impact on this prominent ISU building. The work also includes roof repair or replacement and architecturally appropriate equipment screening of this equipment or replacement with new equipment more architecturally suited to the building's campus character. There will be an independent third-party commissioning agent assigned to this project. Hazardous materials may be encountered. The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate. A combined MBE/WBE goal of 18 percent is applicable to the A/E team. Some level of participation from both MBE and WBE firms is required to satisfy this goal (this requires including one or more MBE AND one or more WBE firms on the team). A VBE/PBE goal of 2 percent is applicable to the A/E team. The interviews for this project are tentatively scheduled for June 28, 2021. Selections from this project will be presented at the August 10, 2021, Board Meeting.
