Site work for a communication facility in Sylacauga, Alabama. Completed plans call for site work for a communication facility.
In accordance with Act 97-225 (the Alabama Public Works Act), notice is hereby given that the Utilities Board of the City of Sylacauga (Awarding Authority) will receive competitive bids, under seal, from pre-qualified Contractors licensed in the State of Alabama to fabricate and install the project. The scope of work generally consists of the construction of a new 180' radio communications tower, including concrete foundation. Work also includes installation of a pre-fabricated building (furnished by the Owner), installation of antennas on the tower, electrical improvements, erosion control, site grading and restoration, fencing and all other work to complete the project. All Contractors wishing to bid this project must be pre-qualified before they will be issued bid documents. Contractors wishing to pre-qualify shall submit the following information to the Owner/Engineer for consideration: 1. Sketch of a typical 180' self-supporting tower showing major dimensions of the tower and the concrete foundation. 2. List of tower materials and appurtenances specifications. 3. List of five (5) self-supporting radio communications towers presently in service, of at least 180' height, which have been in service for a minimum of three (3) years, including the name and telephone number of the Owner and Engineer and the date of installation. 4. Copy of Alabama contractor's license. All proposals must be accompanied by either a cashier's check drawn on an Alabama bank or a Bid Bond executed by a surety company, duly authorized and qualified to make such bonds in the State of Alabama, in an amount not less than five percent (5%) of the proposed capital cost submitted. Any disclosure in advance of the terms of a bid in response to this invitation shall render the proceedings void and require advertisement and award anew. The award shall be made to the lowest responsible and responsive Bidder, unless the Awarding Authority finds that all of the bids are unreasonable or that it is not in the interest of the Awarding Authority to accept any of the bids. A responsible Bidder is one, who among other qualities determined necessary for performance, is competent, experienced, and financially able to perform the Contract. A responsive bidder is one who submits a bid that complies with the terms and conditions of this Invitation to Bid and the Contract Documents. All applicable tax must be included in the bid price. The Contractor who is awarded the Contract must comply with provisions of the Alabama Public Works Act. According to the Alabama Public Works Act, the Awarding Authority shall give preference to resident bidders. A nonresident bidder shall be awarded Alabama public contracts only on the same basis as the nonresident bidder's state awards contracts to Alabama bidders under similar circumstances. Nonresident bidders must accompany any written Bid Documents with a written opinion of an attorney-at-law licensed to practice in such nonresident bidder's state of domicile, as to the preferences, if any or none, granted by the law of that state to its own resident businesses in the letting of any or all public contracts.
