Project Description-Contract No. SD1810 Southern Service Area Concrete Improvements, the Work, includes, but is not necessarily limited to the rehabilitation of concrete channels and surfaces, removal and replacement of two (2) influent slide gates, two (2) channel slide gates, one (1) gate stem and floor stand, and sixty-three (63) effluent knife gate valves of varied sizes, and installation of temporary bypass pumping systems at various pump stations in the Southern Service Area; rehabilitation of concrete channels and surfaces of the Chlorine Contact Tanks at the Southern Water Pollution Control Facility (SWPCF). The addresses of the various pump stations are listed on the cover sheet of the Contract Drawings, and location maps are provided in the Notice to Bidders in the specifications. The site of the SWPCF- Chlorine Contact Tanks is located at 150 Cedar Run Dock Road, West Creek, New Jersey, 08092, as shown on the Drawings. Bid Security-In accordance with N.J.S.A. 40A:11-21, each Bid shall enclose Bid Security, as specified in the Instructions to Bidders, in the amount of ten percent (10%) of the Bidders Bid, but not in excess of $20,000. All attendees are required to wear masks. The Authority is doing everything within its capabilities to protect employees' health, safety and welfare, while at the same time continuing to provide the level of services expected by our participants. As a potential Bidder for this Project, the Authority asks that you screen any proposed attendees that you may have attend any site visit. Limit attendance to one attendee from your firm at the most. It is also asked of you, to perform a specific screening of your employee(s) whom may be assigned to attend these meetings out of an abundance of caution and in the interest of public health. Surety Bonding a. Bidders are required to comply with N.J.S.A. 40A:11-21, 40A:11-22, and 40A:11-23.2 and furnish all guarantees and certificates with the bid, in accordance with applicable laws. b. In accordance with N.J.A.C. 7:22-3.17(g) and N.J.A.C. 7:22-4.17(g), all applicable surety bonds required in connection with the advertisement and award of building contracts or sub-agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the United States Department of Treasury, Financial Management Service or their web site Requests for Interpretation-All questions or inquiries concerning the Bidding Documents or the Work shall be submitted in writing to the Engineer. Award Award subject to any agreed extension of the period for holding Bids, the Owner will act within sixty (60) days after the date of Bid opening to award the Contract lowest responsible bidder, reject all Bids or take any other appropriate action. The Owner expressly reserves the right to reject Bids, waive any minor informalities or non-material exceptions, re-advertise for Bids or withhold the award for any reason the Owner determines, in accordance with the applicable law. The award of this contract is subject to the 10-day review period provided by N.J.S.A. 40:20-71.3. Prevailing Wages The New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.27 et seq. is hereby made a part of the Contract.
