The project involves the replacement of the existing culvert with a precast concrete rigid frame unit. The structure will be supported on drilled shafts founded on bedrock. The project involves approximately 135 feet of full depth roadway reconstruction, including guiderail. Approximately 165 linear feet of stream will be restored through the project reach. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders. No later than forty-five (45) days after the bid opening, the District shall accept bids or reject all bids. After the bid opening, a bid may not be withdrawn prior to the date that is forty-five (45) days after such bid opening. The District reserves the right to reject any or all bids, and advertise for new bids, if in its opinion the best interest of the District will hereby be promoted. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Tioga County Soil and Water Conservation District prior to incorporation into the work of the Contract. This project is being financed with U.S. Department of Housing and Urban Development ("HUD") Community Development Block Grant-Disaster Recovery ("CDBG-DR") funds administered by the NYS Governor's Office of Storm Recovery ("GOSR"). The attention of Bidders is particularly called to the GOSR requirements, included herein as Notice, Instructions, Forms, General Conditions and Supplementary Conditions of Contracts, including specific requirements as to the conditions of employment to be observed, reporting/documentation to be maintained and minimum wage rates to be paid under the Contract.
