Bartow County is soliciting proposals from qualified firms with a strong record in successfully assisting local governments with upgrading their meter reading systems. Responding firms should be qualified to provide consulting, installation, and related services for upgrading the existing Automated Meter Readers (AMR) system to an Advanced Metering Infrastructure (AMI) system. The purpose of the meter system upgrade is to enable the Bartow County to more efficiently read meters for billing purposes and serve customers with real-time information and more accurately evaluate water loss. The approximate extent and character of the Work is generally described as follows: Meter change out services including, assessment of the current meter reading system and installation services for changing out all of the commercial meter registers and residential meter registers, as needed. The following scope of work is required: 1. Assess the current meter reading system and provide recommendations for change outs; 2. Test all meters that are 2" and larger in order to identify slowed meters; 3. Change out all commercial meter registers with Badger LTE registers and endpoints; 4. Replace faulty commercial meters with appropriate replacement meters; 5. Change out residential meter registers with Badger LTE registers and endpoints, as needed; 6. Install test ports with ball valves (with lever) to improve meter testing accessibility, as needed; 7. Replace meter boxes and vaults, as needed; 8. Keep a detailed and photographic record of all change outs; 9. Keep up-to-date inventory of materials used during installation (meters, registers, boxes, half boxes, lids, valves, etc.); 10. Install insertion valves as needed to minimize water outage impacts for meter replacements; 11. Gather and provide certified as-built data to Bartow County upon project completion; in both hard copy and electronic formats suitable for import into GIS and Caselle (billing software). As-built data shall include GPS coordinates for each meter; 12. Conduct final inspection and testing; and 13. Provide a one-year warranty on all workmanship.
