The 917-acre Hanalei National Wildlife Refuge (NWR) is located along the Hanalei River Valley on Kauai's north shore. The Refuge furnishes critical nesting and feeding habitat to endangered resident and migratory water birds. To protect this sensitive habitat, the refuge is closed to the public. The site of the project is located on elevated land overlooking the Hanalei River and the refuge. The project will construct basic visitor amenities and a park and ride on approximately 5 acres of land located south of the Kuhio Highway. The proposed project included on-grade viewpoint structures, interpretive displays, pedestrian areas and walks and vault toilet restroom facility. Additional project elements include a parking lot for approximately 25 vehicles, site access from Kuhio Highway, and redesign of the existing overlook site to reflect a right-in, right-out configuration.
