Site work and paving for a civil project in Beaumont, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
This project shall provide for the removal and replacement of concrete pavement, concrete curb and gutter, curb inlets, and other storm sewer structures as called out in the plans. This project shall also provide for the construction and/or reshaping of drainage ditches as outlined in the plans. Summary of Wotk: This contract shall include all necessary labor, equipment, tools, materials, safety measures, environmental protection, disposal of surplus items, site restoration, and all other related construction.his work shall include: 1. Mobilization. 2. Remove existing Concrete Pavement with Curb and Gutter and stabilized or un-stabilized base to the correct grade and elevation. Reconstruct Concrete Pavement and Curb and gutter as shown in the plans. Remove and replace existing Curb inlets and other Storm Sewer Structures as called out in the plans. Construct new drainage ditches and improve existing drainage ditches consisting of the removal of trees, bushes, excavation and shaping as shown in the plan set and following the cross-section design for the LT & RT ditch shown in the plans, all depths, including maintaining shown flow direction, surface restoration, hydro-seeding, and all appurtenances, all in strict accordance with the plans and specifications. WORK SEQUENCE It shall be the responsibility of the Contractor to coordinate all work with the City, utility owners, and any other party affected by this project. SPECIAL CONSIDERATIONS The work required by these Contract Documents will occur within the boundaries of a residential and heavy commercial area. It is the intent of the City of Beaumont that unfavorable impact by the Contract work, on said business and residences shall be minimized. The Contractor shall notify in writing, at least forty-eight (48) hours prior to beginning work, all businesses and residences which are expected to be affected by said work. Ingress and egress to affected businesses and residences shall be maintained at all times by the Contractor as provided in the plans and Contract Documents. Traffic flow through and around the construction area(s) shall be in accordance with the approved traffic control plan and shall be maintained with as little disruption as possible. Barricades, lights, signs and other traffic control devices shall, on a timely basis, be installed and maintained in accordance with the Texas MUTCD and provisions of these Contract Documents as approved by the Engineer. The Contractor shall work closely with the various utility owners and assure prompt access to their equipment for service or adjustment. The Contractor shall be solely responsible for the coordination of work with any utility owner which may be affected by the work. Additionally, forces of the City of Beaumont, in order to secure the safety, welfare and convenience of the citizens of Beaumont, must provide services on both emergency and normal, continuing basis. Provisions of these services may require City forces to work within or around the construction area prescribed by this project. While it is anticipated that the construction schedule impact induced by the work of the City and utility crews will be minimal, the Contractor, by affixing proper signature to these Contract Documents, agrees to indemnify and hold harmless the City of Beaumont from any and all claims of damage or delay, incurred or alleged to have incurred, in connection with the work of said crews. 3. Cement stabilized sand backfill used for the 24" HDPE pipe will be from the top of pipe to the top of the Natural Ground above. For all other areas native soils may be used as final backfill to match surrounding natural ground. Sod or Hydro-Mulch will be used for final stabilization. Conditions Along the Route 1. The proposed improvements may cross or parallel various gas lines, fiber-optic telephone cables, and other utilities. The locations of some of these lines have not been shown on the plans and the exact location of the utilities is not known. The location of these utilities is the sole responsibility of the Contractor. Any damage to these utilities is the responsibility of the Contractor and the owner of the utilities. 2. The proposed construction activity may cross or closely parallel existing sewer and water lines. Contractor shall exercise caution to avoid damage to existing water or sewer service lines and shall be responsible for their repair if damaged. 3. The Contractor shall coordinate with the Owner for location of various cables, conduits, water lines, and other infrastructure. Where the owner is unable to locate those utilities, the Contractor shall take great care not to damage them in his operations. In the event that those utilities are damaged, the Contractor shall be responsible for repair and restoration without delay at no additional cost to the owner. 4. All utility adjustments shall be the responsibility of the Owners of the utilities and if in the opinion of the Engineer adjustment is required, the Contractor will be responsible for notifying the respective owner. 5. The Contractor shall restore all pavement sections that have been damaged by the Contractor to their original condition or better, in the opinion of the Engineer and the owner. This shall include any base section repairs that are necessary, in the opinion of the Engineer. There shall be no additional payment for pavement replacement. 6. All excess materials shall be disposed of on a regular basis or whenever, in the opinion of the Engineer, they constitute a hazard or nuisance. Disposal of excess soils shall be in accordance with all local, state, and federal laws and shall be solely at the Contractor's expense. 7. Bidders should visit the proposed project site to acquaint themselves with the site conditions and access limitations prior to bidding on the project. Bidding on the project shall be considered the Contractor's assurance that he is familiar with the site conditions and that his bid provides for reasonable unanticipated conditions. Bidders must submit Bid Bond, Cashier's Check, Certified Check or irrevocable Letter of Credit issued by a bank satisfactory to the Owner, payable without recourse to the order of the City of Beaumont in an amount not less than five (5) percent of the largest possible bid amount as a guaranty that the Bidder will enter into contract and execute bond and guaranty in the form provided within fourteen (14) calendar days after date of Notice of Award of the contract. Bids without required financial security deposit will not be considered. Prevailing Highway-Heavy, Municipal and Utilities wage rates for Jefferson County, published as part of the Contract Documents and subject to revisions, shall govern or control minimum rates for work performed during execution of the contract. Also, qualifications being equal, citizens of the City of Beaumont shall be given preference in employment for work performed under the contract.
