Site work and new construction of a detention facility in Pell City, Alabama. Completed plans call for the construction of a 55,000-square-foot, 325-bed detention facility; and for site work for a detention facility.
Scope of Work: New St. Clair County Jail - Pell City project includes but not limited to: The construction of a new jail building of approximately 55,000sf with 325 beds. As of September 16, 2021, a general contractor has been selected, and all trades on this project have been awarded. A firm construction timeline for this project has not yet been released. After the first hard copy, additional sets may be purchased from Alabama Graphics, 2801 5th Avenue South, Birmingham, AL 35233, (800) 292-3806 directly for the costs of the printing and shipping. A cashier's check or Bid Bond payable to the St. Clair County Commission, in an amount of not less than five (5) percent of the amount of the proposal, but in no event more than $10,000.00 must accompany the bid. Performance and Statutory Labor and Material Payment Bonds in the amount of 100% of the Contract Price will be required at the signing of the Contract. The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Form of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following locations: St. Clair County Commission Offices (Ashville), 165 5 th Avenue, Suite 100, Ashville, AL 35953, and the offices of CMH Architects, Inc. 1800 International Park Drive, Suite 300, Birmingham, Al. 35243. Bidders must call the Owner and Architect's office at least 24 hrs. in advance to arrange a time to review the documents. These documents cannot be removed from the Owner's, Construction Manager or Architect's office nor will any copies of these documents be provided to bidders. The project is being bid EXCLUDING TAXES and requires the Contractor to comply with the requirements of Act 2013-205 which was signed into law May 19, 2013. The Contractor and the Owner will be required to apply for Certificates of Exemption with the Alabama Department of Revenue which will handle the administration of the certificates. The contractor shall account for the tax savings on the Accounting of Sales Tax form included in the specification behind the Bid Form. Failure of the Contractor to complete this form and include with their proposal shall render the bid non-responsive. The General Contractors awarded the project shall be responsible for paying all Project Permit Fees. Liquidated Damages: Apply to this project in the amounts specified in project manual refer to Information for Bidders, General Conditions and Supplemental Conditions. Bonds required by the Contract Documents shall be issued by a Surety Company licensed to do business in the State of Alabama having a bond rating of at least A- according to Best's Key Rating Guide, without reinsurance or other agreements to enhance its rating. Performance time: The project is to be completed within 425 days of the notice to proceed.
