As of Sept. 17, 2021, the project has not yet been awarded. A timeline for award has not yet been established. The project sites are located in the existing stormwater detention basin at the southwest corner of Koser Park and the vegetated swale along the east side of Shepherdstown Road near South Market Street. Each proposal must be accompanied by a certified check or bid bond payable to the Owner in an amount of not less than ten percent (10%) of the bid or bids. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same. Pennsylvania Prevailing Wage Rates will apply to this contract. Bids must be submitted unconditionally. No bidder may withdraw bid within Sixty 60 days after the scheduled closing time for receipt of bids. The Owner reserves the right to waive any informalities, or to reject any or all bids. Clarification Deadline: 9/3/2021 12:00 PM General contract requirements include the following, which shall be incidental to all units of work unless otherwise noted: a. Written and posted notification of displacement of parking by construction activities on affected street. Parking restrictions shall be limited to the immediate area of work. b. Maintenance and protection of traffic in accordance with PennDOT Publication 213, on both vehicular streets and pedestrian sidewalks. c. Grading d. Erosion Control e. Landscaping f. Vegetated swale, rock forebay stabilization g. Installation of a reinforced concrete forebay wall h. Installation of rock filled gabions. i. Contractor Staging j. Work Sequencing k. Restoration of all areas impacted by construction activities. l. Final cleaning of observation deck to remove dust and other debris.
