Demolition, site work and new construction of a mixed-use development in Warrenville, Illinois. Design plans call for the demolition of a detention facility; office development; for the construction of a detention facility; office development; for site work for a detention facility; office development; detention facility; and office development.

As of August 22, 2022, this project is in the conceptual phase. An architect has not been selected. Although a firm timeline for construction has not been determined, it is anticipated bidding will commence around March/April 2023. *The closed solicitation has been included below for reference: The Illinois Youth Center - Warrenville is a 20-building facility established in 1973. The scope of work provides for constructing a new classroom and office building, approximately 20,200 square feet, demolishing 9 buildings, remodeling the existing dietary, office spaces and toilet/shower rooms, removing and replacing deteriorated siding plus constructing a new storage building. The work includes both new work and upgrades to existing mechanical, electrical, plumbing, fire protection, standby power distribution and security electronics commensurate with correctional standards in addition to site development for utility infrastructure upgrades. A minimum of LEED Silver Certification will be required for the new building. The A/E would be responsible for commissioning services relative to the LEED certification. This project includes funding for the removal of asbestos-containing materials. The A/E will need to determine if any components of this project are eligible for a utility company or other energy grant/rebate and will be responsible for preparing and submitting the grant application if the project qualifies for the rebate. A combined MBE/WBE goal of 20 percent is applicable to the A/E team. Some level of participation from both MBE and WBE firms is required to satisfy this goal (this requires including one or more MBE AND one or more WBE firms on the team). A VBE/PBE goal of 3 percent is applicable to the A/E team. The Illinois Works Jobs Program Act Apprenticeship Initiative will apply to all prevailing wage eligible work performed on this project. The interviews for this project are tentatively scheduled for October 21, 2021. Appropriated Amount: $22,337,000 Estimated Total Project Cost: $22,337,000 Professional Liability Insurance Required: $4,500,000 Project Fee Classification: Group II R The method of contractor selection has not been determined at this time .
