Renovation of a military facility in Los Alamitos, California. Completed plans call for the renovation of a military facility.
The Contractor shall furnish all labor, equipment, materials, permits and fees necessary for the Roof Replacement of Building 16 at the Joint Forces Training Base. Work to include: removal of the existing roof covering system and the removal of all damaged decking. New MB Technology torch-down built-up mineral roofing system and new R-21 Rigid insulation. This system requires replacement of the roof coating, fascia, flashing, curbing, underlayment, gutters and downspouts, Ladders/Roof Walk Pads/Access Hatch. This project will include the abatement of all lead and asbestos materials from the roof, mechanical penetrations and their equipment, roof edge metal and all components associated with the roofing system at the Joint Forces Training Base Los Alamitos, California, in accordance with the terms, conditions, and requirements of this Invitation for Bid. All questions regarding this IFB MUST be submitted to Captain Myles Colendich at myles.p.colendich.mil@mail.mil and Bill Kendall at herbert.w.kendall.nfg@mail.mil no later than 4:00 P.M. on August 27th, 2021. If an addendum is necessary it will be issued prior to the Bid Opening. The bid opening will be held on September 9th, 2021 at 2:00 p.m. Prospective bidders may obtain directions to the job walk site by calling the Contracting Officers Representative (COR), Captain Myles Colendich (916) 854-1947 or myles.p.colendich.mil@mail.mil. Prospective bidders MUST sign-in prior to the start of the job walk, attend the entire job walk and be present for roll call at the conclusion of the job walk. Bidders who do not remain for the entire job walk will be considered non-responsive and will not be allowed to bid on this project. Personal Protective Equipment (PPE) Requirement ALL individuals entering Joint Forces Training Base, Los Alamitos must wear a mask while in facilities at all times. Unvaccinated individuals must specifically wear a N95 mask or a mask that meets NIOSH-approved N95 respirator standards. Vaccinated individuals may alternatively wear non-medical cloth masks. All job walk attendees, to include all subcontractors and suppliers MUST wear Personal Protective Equipment (PPE) in order to attend this mandatory job walk. PPE MUST include all of the following items: hard hat, safety vest, closed toed shoes & long pants. If a prospective bidder is missing any one of these PPE items, they will not be able to attend this job walk. The prime contractor MUST possess a BGeneral Building Contractor's license, a C-39 Roofing Contractors License and a C-22 Asbestos Abatement Contractors License or subcontract to a C-39 and C-22. To be considered a responsive bidder all prime contractors with the exception of a certified Disabled Veterans Business Enterprise (DVBE) must subcontract work to DVBEs a minimum of 5% to meet the DVBE participation goal. Failure to do so will render your bid non-responsive. All DVBEs must be listed as a subcontractor on the proposal form no matter if they are a subcontractor or supplier with the dollar amount of work they will be providing. In addition, the DVBEs must also be included on the Bidder Declaration Form and the DVBE Declaration Form 843. Failure to include the DVBE on these three forms will render your bid non-responsive. As of July 28, 2009, The Good Faith Effort is no longer an option per Assembly Bill 21. The prime contractor may subcontract to a DVBE supplier or a sub-contractor directly related to the project. The Contracting Officer will make the final determination if a bidder has met this requirement.
