The project contains an estimated 25 cubic yards of deteriorated concrete removal and 50 cubic yards of new concrete to be placed. The work comprises demolition (removal of unsound concrete) and placing of steel-reinforced dry mix shot crete to original as-constructed profiles. The Contractor shall provide all lights, heat, work platforms, materials and personnel access, water and all other utilities that are required for the work. Work will be completed between on or about January 11, 2022 and on or about March 5, 2022. The invitation for bid (IFB) will be released for bids on or about August 23, 2021 with bids due on or about September 22, 2021. The estimated project cost is between $500,000 and $1,000,000. Prospective bidders are encouraged to attend a site visit scheduled on September 1, 2021 at 1:00 PM ET. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway. Prospective offerors must be registered on the System for Award Management at www.sam.gov to submit a bid and be eligible for award. This is a total small business set-aside. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway Development Corporation. NAICS Code: 238110, Size Standard: $16.5M. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall provide all labor, equipment and materials required to complete this scope of work. All work shall be performed in accordance with American Concrete Institute (ACI) Specification for Shotcrete 506.2 and to industry standards. GLS estimates the amount of repairs in each area based on in-place volume of unsound concrete to be removed and disposed (demolition) and of new shotcrete to be placed. The Contractor will only be paid for actual volumes of completed work at each location. Note that volumes of concrete waste, such as rebound or over spray, will not be paid for. The Contractor will be authorized to commence work on or about January 11, 2022 and all work shall be completed by no later than March 5, 2021. Under no circumstances shall the Contractor have materials, tools or equipment within the work areas and/or lock wall working zones after March 5, 2022. Prior to the Contractor's start date, GLS will notify Contractor of lock dewatering progress as updates are available. The Contractor shall heat all work areas as necessary. The Contractor shall erect partitions and/or vapor barriers to isolate the heating areas. The Contractor shall be responsible for a safe work environment and provide means to ensure work areas are accessible for work and inspection at all times. The Contractor shall submit a project safety plan for approval prior to mobilization for work. GLS may, during the course of the work, identify additional areas of the lock for concrete repairs. The materials and methods for making these repairs will be similar to those described below under C.5.a "Demolition and Preparation" and under C.5.b. "Shotcrete Application", and those paragraphs will apply for that work. As directed by GLS, the Contractor shall isolate and heat each of these areas and provide all required access for workers and materials, as well as perform the actual repairs. a. Demolition and Preparation This section covers the demolition of unsound (cracked, spalled, fractured, flaked, delaminated and loose) concrete, placing steel reinforcement and performing other required surface preparation. Saw cut the perimeter of each repair area to a depth of at least 1 inch to provide a clean and un-feathered edge. Using low energy hand or light mechanical methods, chip out and remove all unsound concrete. Removal shall be carried to sound concrete. The typical removal depth will be 4 to 8 inches,
