As of September 1, 2022, an engineer has been selected. The stage of design and a firm timeline for construction has not been determined. The City of Aurora, Illinois (City) is in need of professional services from a qualified engineering consultant for Phase III Construction Engineering Services for the Farnsworth Avenue Bridge project. As a part of the selection process, the interested consultants are required to submit a Statement of Qualifications (SOQ) to perform the requested work. Attached are: 1. SOQ Requirements and Selection Criteria (page 3-5) 2. Scope of Services (page 6-9) 3. Location Map (page 10) All questions must be received by 2:00 pm (CST) on Friday August 27, 2021. A response to all questions received will be posted on the City's website via addendum by 5:00 pm (CST) on Monday August 30, 2021. The City will also send out an addendum listing any vendor who viewed the QBS from the City's website. It is the responsibility of the consultant to ensure they have any pertinent documents from the City's website including addendums. The City is issuing four (4) separate Phase III Construction Engineering Services QBS for different projects that are targeting the January 21, 2022 IDOT letting. Each project has the same deadlines. The City bid numbers for these projects are QBS 21-62, QBS 21-63, QBS 21-64, and QBS 21-65. Consultants may submit on multiple projects, but each of the projects should be a separate email submittal with a single.pdf document attached. If consultants submit on multiple projects, the number of projects that the consultant submits on will not affect any individual project scoring. Each project will be reviewed by a team of different City staff. The same consultant may be selected for multiple projects. Consultants may propose the same staff on each of the four (4) projects. However, it should be noted that key staff, such as the Resident Engineer and/or Inspectors, may be required to be on-site full-time during construction. The City has the right to adjust the "Availability" score as necessary to reflect the proposed staff's availability if the same key staff is submitted across multiple projects. The City anticipates that the top ranked consultants on each project will have both firm experience and Resident Engineering / Inspector experience that closely matches the project's scope of work. It is expected that the proposed key staff shown in the proposal, in particular the Resident Engineer and/or Inspectors that will be on-site, will be the same staff used by the consultant during construction. If that staff is not used on the project and still employed by the consultant, it may affect the consultant's evaluation at the end of the project.
