Qualified bidders may submit construction bids for project as described in this Document. The project consists of a new 6,600 S.F. fire station on a new site for the Protivin Community Fire District. The exterior walls are insulated concrete forms clad with cultured stone and cement board lap siding with wood truss roof assembly. Interior walls are dimensional lumber framed with an engineered wood floor mezzanine. Finishes include sealed concrete floors, painted gypsum board and suspended acoustical ceilings. It is the responsibility of the Bidder to ensure timely delivery. The Protivin Community Fire District is not liable for bids delayed or lost by the US Postal Service. Bid security shall be in a separate envelope in the form of a bid bond, a certified check, or a cashier's check payable to the Protivin Community Fire District. If a bid bond is used for security, it must be signed by both the bidder and the surety (or surety's agent supported by accompanying Power of Attorney). Such bid security shall be retained by the Protivin Community Fire District as liquidated damages in the case the successful bidder shall fail or refuse to enter into a contract for the construction of the work, furnish the required bonds, and/or meet the requirements of this Notice and the specifications regulating the award. No bid may be withdrawn for a period of 60 calendar days following the date of the opening of bids. The Owner reserves the right to reject any and all bids, re-advertise for new bids, and to waive informalities and irregularities in the bids submitted. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the work. A Public Hearing will be conducted on the proposed plans, specifications, form of contract, and estimate of cost for the construction of the above-described project at 5:30pm on Monday, September 13th, 2021 at the current Protivin Fire Station, located at 222 S. Main St, Protivin, Iowa. The contracts shall be awarded to the lowest responsible bidders whose bids are in conformance to the Bidding Documents prepared by Emergent Architecture. Bids may be held by the Owner for a period not to exceed thirty (30) days from the date of the opening to review the bids and investigate the qualifications of bidders, prior to awarding the contracts. Once approved, a Notice to Proceed will be issued to notify the bidders of the contract award. Contracts will be issued by the Architect and and shall be fully executed by all parties within the next thirty (30) days. By statutory authority, a preference shall be given to products and provisions grown and coal produced within the State of Iowa. And preference shall be given to local domestic labor in the construction of the improvement. Successful bidder shall begin the work immediately upon receipt of Notice to Proceed and shall complete all work on or before the following date May 31, 2022 The successful bidders of each trade will be required to furnish a Performance Bond and a Payment Bond within ten (10) days after notice of award in an amount equal to one hundred percent (100%) of the contract price. The Protivin Community Fire District has filed the necessary paperwork with the 1RS to become a 501(c)(3) non-profit organization and is fully confident the application will be granted. It is assumed that all contractors and approved subcontractors will be provided an Iowa Construction Sales Tax Exemption Certificate to purchase building materials and/or supplies required in the performance of the construction contract. If the application is denied by the 1RS, or has not been approved prior to the time in which the contractors or subcontractors begin to purchase materials for this project, the Protivin Community Fire District will pay for sales tax incurred on any such materials.
