It is the intent of the Iowa DOT to award the contract to the responsible Responder whose submitted response is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. The Contractor will be awarded a two (2) year contract with an option to renew for four (4) additional years in twelve (12) month increments. Iowa Department of Transportation (DOT) is seeking qualified responders that demonstrate the capabilities, experience and resources required to provide the maintenance, repair, growth and overall upkeep of its existing Intelligent Transportation System (ITS). The ITS consists of devices located throughout the state and connected to a central Traffic Management Center (TMC). The ITS is used to promote a safe and efficient transportation system. The successful Responder must provide maintenance to keep the ITS devices operating in a consistent and dependable state, as well as install and integrate new devices as the system grows. The successful Responder will demonstrate the skills and resources necessary to reliably provide these maintenance services. The successful Responder must comply with the Statewide ITS Maintenance Standard Operating Procedures (SOPs) and participate in the review and update of these SOPs annually or as otherwise determined by Iowa DOT. ITS Maintenance duties must include, at a minimum, those listed in the SOP. The successful Responder must provide, maintain, utilize and update an MMS for maintenance and inventory management. Proposals must include information about the software and must indicate the required and desired functionality it meets along with other features that add value to this project.
