Removal, Hauling, Delivery, and Disposal of Untreated Leachate generated from the Warren County District Landfill The scope of work of this Contract will consist of removal, hauling, delivery, and disposal of untreated leachate generated from the Warren County District Landfill for the duration of this contract. The contract will be awarded to the bidder submitting the lowest responsive and responsible bid to provide the specified goods and/or services. All bids shall be made on the forms furnished by the Authority, and shall be enclosed in a sealed envelope marked "Pollution Control Financing Authority, "Removal, Hauling, Delivery, and Disposal of Untreated Leachate", and mailed or hand delivered to the Pollution Control Financing Authority of Warren County, 500 Mt. Pisgah Ave., P.O. Box 587, Oxford, N.J. 07863. All proposals must conform to the models and directions contained in the Contract Documents, and must be submitted in a complete Contract packet. Each bid shall be accompanied by a cashier's check, certified check, or bid bond in the amount of 10% of the total bid, not to exceed $20,000 for each contract that is bid as a guarantee that, if the contract is awarded to the bidder, it will enter into a contract with the Authority. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding "Affirmative Action", and the requirements of 42 U.S.C. 121.01 et seq., regarding the Americans with Disabilities Act of 1990. The Authority reserves the right to reject any and all bids or to waive informalities, deviations, and omissions therein, and to accept such bids and make such awards as may be in the best interests of the Owner.
