Renovation of an elderly care / assisted living facility in Swissvale, Pennsylvania. Completed plans call for the renovation of a 10,000-square-foot, three-story above grade elderly care / assisted living facility.

Please note that Federal Community Development Block Grant (CDBG) funds have been allocated to the Contract for this Project, from the Allegheny County Department of Economic Development. As such, and because of the nature of the proposed work, federal Davis-Bacon wages will be required to be paid to employees of the firm awarded the General contract. The applicable Davis-Bacon wage decision is attached, with the appropriate wages/ fringe rates and labor classification described in the Project Manual. The Owner and Architect assume no responsibility for delays or losses as a result of undeliverable emailed documents. Following receipt of Bid documents, the Contractor will be able to arrange for a pre-bid site visit to examine existing conditions. Due to the nature of the Building occupancy, existing conditions review will be by exterior investigation only. Additional information for scheduling a site visit will be included in the Bidding Documents email to the Contractor. Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR, Part 135.38. Moreover, compliance is required by the prime contractor and all subcontractors with the Federal General Conditions included in the contract documents between the County of Allegheny through its Department of Economic Development and the operating agency. These Federal General Conditions are to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s)." Bidders will be required to provide Bid Security in the form of a Bid Bond, or certified check made payable to POWER, of a sum no less than 5 percent (5%) of the Bid Price. The Owner reserves the right to accept or reject any or all offers. After acceptance by the Owner, the Owner will issue to the successful bidder a written notice to proceed. No bid or any part thereof shall be withdrawn by the Bidder for a period of ninety (90) days subsequent to the bid opening.
