Notice is hereby given that the Hampton Roads Sanitation District (HRSD) requests Statement of Qualifications(SOQ) from qualified Construction Managers for the construction and commissioning of the Wilroy Pressure Reducing Station and Off-Line Storage Facility (NP014000). The project involves the design and construction of a 3 million-gallon off-line storage facility (OLSF), a pressure reducing station (PRS) capable of providing up to 80 feet of pressure assistance, and associated piping and site work in Suffolk. The new facility will provide pressure relief and system capacity during west weather events. Construction Managers shall have prior demonstrated experience with the construction of similar sized water, wastewater, or stormwater pumping station and storage tank projects. The evaluation and selection of the Construction Manager shall be based on the evaluation plan specified in the Request for Qualifications (RFQ) which provides for a three-step proposal submission process consisting of an initial RFQ, a subsequent Request for Proposals (RFP), and a Price Proposal. HRSD shall evaluate each SOQ and select 2 or more proposers for further consideration. HRSD shall select a Construction Manager on the basis of all information developed during the selection process that best serves the interest of HRSD. Only Construction Managers short-listed as a result of this RFQ will be allowed to submit a proposal under the RFP and a Price Proposal.
