Bids shall be submitted on the form provided and in the manner required by the instructions to bidders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder and designation of the contract on the outside, addressed to the Township Committee, Township of Chatham, Morris County, New Jersey. Each bid must be accompanied by a certified check, cashier's check or bid bond in an amount not less than 10% of the amount of the bid submitted, but not more than $20,000, to guarantee that the bidder to whom a contract may be awarded will execute the contract and furnish the required performance bond. Each bid must also be accompanied by a surety statement from a surety company stating that the surety company will provide the bidder with a performance bond for the full amount of the total contract price in the event that the contract is awarded to the bidder. Other documents specified in the instructions to bidders must also be completed and submitted with each bid. Bidders are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27). No bid may be withdrawn for 60 days after the opening of bids. A contract will be awarded to the lowest responsible bidder or all bids will be rejected within 60 days after the opening of bids. The Township Committee reserves the right to reject any or all bids and to waive informalities as the interest of the Township may require. The Township is not responsible for loss or destruction of any bids mailed or delivered to the Municipal Clerk prior to the time set for bid opening.
