Site work for a water / sewer project in Sherwood, Oregon. Completed plans call for site work for a water / sewer project.
The Work is located in Washington County, Oregon. Respondent shall provide all materials, labor, and equipment for the Work. The Work will be described in the bid documents as complete installation of approximately 13,200 linear feet of 66-inch welded steel water pipeline, including two trenchless crossings and the installation of a structural retaining wall. o Trenchless crossings include the installation of a steel casing to contain the 66-inch pipeline at the following locations: o Chicken Creek Crossing - approximately 400 linear feet with 27- and 40-vertical foot shafts o Tualatin River Crossing - approximately 2,000 linear feet with 80- and 96-vertical foot shafts This will be a low bid procurement approach with additional qualification requirements to be contained within the specifications. These qualification requirements will pertain to the contractor or subcontractor performing the trenchless crossings. o Specific qualification requirements that will be required as part of the bid response are as follows: o Microtunneling Qualification Requirements: 1) Microtunneling (Sub)Contractor: Minimum of five projects in the past ten years utilizing pressurized, closed-face slurry microtunneling systems below the groundwater. Of the five projects, a minimum of three projects shall have a finished diameter of 72-inches or greater. For the Tualatin River Crossing, the (Sub)Contractor shall have at least one project that was located a minimum of 50 feet below the groundwater, was greater than 72-inches in diameter, and included a single drive over 1,250 feet and required the use of intermediate jacking stations. 2) Microtunnel Boring Machine (MTBM) Operator: Experience as a MTBM operator on three projects in the last ten years utilizing pressurized face microtunneling below the groundwater and having a tunneled finished diameter of 72-inches or greater. 3) Slurry Separation Specialist: Minimum of three projects in the past five years with experience in the chemistry, design, and implementation of slurry systems and the soil separation for ground generally consisting of very soft to hard, medium to high plasticity clay with trace to some sand and gravel (CL and CH), loose to medium dense silty sand (SM), non-plastic silt with various amount of sand (ML), and soft to very stiff, low plasticity silt (ML). 4) Project Superintendent: Minimum of five years of experience with the type of equipment proposed for the Work. o Shaft Qualification Requirements: 1) The shaft excavation and support (Sub)Contractor shall have a minimum of five years of history and experience with excavation support systems and shall have constructed a minimum of three projects more than 30 feet deep For the Tualatin River Crossing shafts, the shaft excavation and support (Sub)Contractor shall have constructed at least one shaft deeper than 75 feet deep extending more than 50 feet below the groundwater in soft ground using watertight excavation support systems consisting of secant piles, slurry walls, or other similar watertight shaft construction methods. 2) The shaft excavation and support superintendent must have a minimum of three years of experience as a superintendent on projects of similar scope. 3) The excavation support system designer for each shaft shall be a Professional Engineer registered in the State of Oregon who has a minimum of five years of experience in the design of soil retaining structures similar in scope and complexity to those being used. No oral communication from owner, owner's consultants, or any other individual associated with the Willamette Water Supply Program ("WWSP") is binding
