Intent to Bid Due Date: Nov 3rd 2021, 2:00 PM EDT The City of Palm Coast intends to secure bids for a Master Services Agreement for the removal and replacement of filter media for Filters 1 & 2 at Water Treatment Plant #1. Questions Due Date: Oct 28th 2021, 2:00 PM EDT Specific contact information can be found in the Project Manual. Bidders/Proposers - Do Not contact any other Palm Coast staff, nor any member of the City of Palm Coast City Council, or City Manager, regarding this solicitation at any time prior to the bid/request having been formally presented to, and voted on by, the City Council. Any such contact shall be cause for rejection of your bid/request submittal. Any questions concerning the intent, meaning and interpretations of the solicitation documents including the draft agreement, must be requested in writing through the portal at least seven (7) calendar days prior to the due date. Pre-bid/proposal Meeting: N/A Should revisions to the solicitation documents become necessary; the City will post addenda on the portal. Bidders/Proposers must sign, date, and return all addenda with the bid/proposal submittals. Therefore, it is recommended that Bidders/Proposers check the portal at least three (3) calendar days before both Deadline dates below to verify information regarding addenda. Failure to do so could result in rejection of the bid/proposal submittal as unresponsive. All submittals will be evaluated by City staff in accordance with the criteria set forth in the solicitation documents. The City reserves the right to reject all submittals, to waive any formalities, and to solicit and readvertise for new bids/proposals, or to abandon the project in its entirety. Persons with disabilities needing assistance to participate in any of the proceedings should contact the City Human Resource Office ADA Coordinator at 386-986-3718 at least forty-eight (48) hours in advance of the public opening, pre-bid meeting, or any other proceeding related to this bid/proposal. MEDIA REMOVAL: Remove existing media and supporting material from two (2) double bay filters, each cell measures 13.5' X 6' for a total filter area of approx. 351 sq. ft. 2 Filters total. Each filter is made up of 2 bays. Each bay measures 13.5'X6.5' Vendor will remove media and place in City Supplied roll-off Dumpster Power wash filter walls and upper under-drain system with a minimum of 3,500 psi. Clean orifice holes in each Leopold clay tile under-drain block. Inspect under-drain blocks and grout joints. MEDIA INSTALLATION: All filter media must be both NSF and AWWA certified.) All certifications of filter media shall come from independent laboratories and be presented to the owner for verification prior to installation. Media will be supplied, off loaded and handled by the vendor only. Install (3") of 3/4 " X 1/2 ", (2") of 1/2 " X 1/4 ", (2") of 1/4 " X 1/8", (2") of 1/8" X #16 filter gravel. Owner to backwash newly installed material until clean. Owner to drain filter to approximately 18" above the newly installed supporting bed. Install 10" of .45-.55 mm uc 1.50 or less filter sand. Owner to backwash until clean. Owner to drain filter to below the sand, to be followed by vendor supplied skimming operation, all skimming to be disposed of in wash troughs and washed to waste. Finished sand depth 9.5 Owner to introduce water slowly from under-drain to approximately 18" above the skimmed sand. Install 20.5" .95-1.05 uc 1.50 or less filter anthracite. Owner to backwash until clean. Owner to drain filter to below the anthracite, to be followed by vendor supplied skimming operation, all skimming to be disposed of in wash troughs and washed to waste. Finished sand depth 9.5 ". Finished anthracite level to be 20
