The Contract completion time for the project must be strictly adhered to. The work under the Contract shall be completed within 120 calendar days after the date specified in the Notice to Proceed for the commencement of the work. The Gloucester Courthouse Pedestrian Facility - TAP consists of the construction of a brick wall, walkway paving, seating areas, site, drainage, landscaping and other miscellaneous site improvements and all appurtenances. Services provided by the Contractor shall include, but shall not be limited to, the furnishing of all materials, equipment, labor, tools, fuels, power, water, and testing necessary to construct the proposed facilities in accordance with the Contract Drawings and Specifications. Any bid inquires must be submitted not later than Tuesday, January 11, 2022 by 4:00 p.m. local time. A Bid Guarantee in the amount of 5% of the total Bid Price will be required and must accompany the Bid. The Bid Guarantee may be a certified check, a cashiers check, or a Bid Bond, made payable to the Owner. The Bid Security shall be returned to all except the three lowest Bidders within ten days after the date of Bid opening. The Bid Security will be returned to the three lowest Bidders within five days after the execution of an Agreement and Performance and Payment Bonds and Certificates of Insurance have been approved by the Owner. In case of a claimed bid error, the bidder must give notice in writing of his claim or right to withdraw his Bid within two business days after the opening of the Bid. The Bidder must present his original work papers and justify his claim in accordance with applicable Virginia law. Bids must be submitted in duplicate on the forms provided and bound in a paper or cardboard binder in the specified order. All bids shall remain open and irrevocable for a period of 90 days after Bid Opening except as allowed by Section 2.2-4330(A). Procedure (i) of the Code of Virginia. The Owner reserves the right to waive any informalities or minor defects and to reject any or all bids. A conditional or qualified bid will not be accepted. Bidders are advised that if their Bid is found acceptable, they must provide 100% Performance and Payment Bonds and a Certificate of Insurance in the amounts and manner prescribed in the Contract Documents.
