NorQuest College (the “College”) is inviting qualified firms to submit Proposals to provide construction management services for the replacement of the cooling tower located at Civic Employees Legacy Tower (CELT) .The business arrangement will incorporate a Construction Manager delivery-model with the option to convert to a Guaranteed Maximum Price (GMP) or Stipulated Sum at the Owner’s discretion. NorQuest College will evaluate the “Proposals” in accordance with the qualification criteria outlined in this RFP and intend to execute a contract agreement with the successful proponent. Cooling Tower Replacement, CELT NorQuest is looking to replace the cooling tower located on the south edge of the roof of the Civic Employees Legacy Tower. The cooling tower is original to the building and is nearing the end of its service life. The cooling tower is supported on steel beams in a depression on the southern end of the roof. Access to the cooling tower is provided by a concrete stair located to the west of the cooling tower. Cooling for the various interior spaces within the building is generally provided by a chilled water system consisting of two chillers, a two-cell cooling tower, and distribution system. The two chillers are water cooled helical rotary chillers installed in around Year 2000. NorQuest’s desire to retain the existing enclosure, roof access ladder and the platform that the cooling tower sits on. A Consultant has been retained and design phase is currently underway. Depending on replacement cooling tower lead times, NorQuest is considering early procurement of the cooling tower during the design phase.
