Site work and paving for a civil project in Chestertown, Maryland. Completed plans call for site work for a bridge / tunnel; for paving for a road / highway; and road / highway.

The following is a Small Business Reserve Procurement for which award will be limited to Certified Small Business vendors. Only businesses that meet the statutory requirements set forth in State Finance and Procurement Article, 14-501 - 13-505, Annotated Code of Maryland, and who are registered with the Department of General Services Small Business Reserve Program are eligible for award of a contract. Replacement of Small Structure No. 14065X0 on MD 288 Carrying a Branch of Gray's Inn Creek in Kent County, Maryland. The new structure will be a Double 29" x 45" horizontal elliptical reinforced concrete pipe culvert, 56 feet in length, with a 20 foot wide clear roadway. The work includes the removal of the existing triple 36" concrete pipe culvert and associated headwalls, and 0.019 miles of approach roadway work. Traffic will be detoured during a weekend roadway closure. There is an incentive/disincentive clause associated with the closure of the roadway. Prospective bidders are alerted that this is a small business reserve contract. On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. Pre Bid Conference: A Pre-Bid Conference will not be held for this contract. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids. MDOT - Call Order 202 Replacement of Small Structure 14065X0 in Kent County SURVEY BOOK NO. 19869 PRD No: 18-PR-0050 It is anticipated that the Notice to Proceed for this Contract will be issued on or before April 1, 2022. The Roadway Closure Period may not commence until on/or after June 16, 2022 The entire project shall be completed no later than July 31, 2022. The Maryland State Programmatic General Permit-6 (MDSPGP-6) applies to the discharge of dredged or fill material and/or the placement of structures into waters ofthe United States as regulated by Section 404 ofthe CWA and/or Section 10 ofthe Rivers and Harbors Act of 1899. The MDSPGP-6 is proposed to provide a streamlined form of Department ofthe Army authorization for certain recurring activities that are similar in nature, have minimal individual and cumulative adverse effects on the aquatic environment, and satisfy other public interest review factors. Activities authorized by the MDSPGP-6 must be components of a single and complete project, including all attendant features both temporary and permanent, which individually and cumulatively result in no more than minimal adverse environmental impacts. Activities authorized under the MDSPGP-6 require compliance with all terms and conditions ofthe MDSPGP-6, including general conditions, activity-specific impact thresholds, and descriptions set out further herein. In addition, the Corps may add project-specific conditions to ensure that the adverse environmental effects are no more than minimal. These can include permit conditions such as time-of-year restrictions, use of best management practices, or compensatory mitigation requirements to offset authorized losses ofwaters ofthe United State so that the net adverse environmental effects are no more than minimal.
