Site work for a water / sewer project in Ontario, California. Completed plans call for site work for a water / sewer project.
Engineer’s estimate has been revised to $1,125,795.00. Contractor shall provide all supervision, labor, tools, parts, material, equipment and other items necessary to perform all aspects of the WELL NOS. 12, 14, & 17 Rehabilitation Project (PROJECT NO. WA214) in accordance with the attached bid documents. DESCRIPTION OF WORK: Work will include furnishing of all materials, labor, equipment, fuel, tools, transportation, and services required to complete the rehabilitation and testing of each well as described in these Specifications (the Work). All Work Tasks are mandatory and are to be completed, unless directed differently by the CITY or its representative (herein referred to as the TECHNICAL REPRESENTATIVE). A summary of the Work required for rehabilitation of each well is presented below. The Project Technical Provisions, Part 2, Sections 1 through 21 provide greater detail on each of these tasks. The required Tasks include, but are not limited to, the following: 1. Mobilization and demobilization of personnel, equipment, and operating supplies to each well site. 2. Initiation of rehabilitation of each well by brushing the well casing using a steel wire brush (for wells with louvers) or a stiff nylon brush (for the well with well screen), and bailing sediment fill from the bottom of the well casing. During brushing, the use of WaterSOLV(TM) BC supplied by HerChemTech, LLC (HCT) or similar will be used to help initially remove biofilm from each well. 3. Use of an "Air-Jetting" method of active scale and/or encrustation removal at each well such as AirBurst (R), Bore Blast (R), Arc Wave (Plasma Pulse Wave), or other approved equal. 4. A video inspection of the casing after brushing, bailing, and air-jetting at each well to be delivered to the CITY and its TECHNICAL REPRESENTATIVE for review. 5. Conduct a measurement of the current thickness of the casing in each well, using a casing inspection thickness measurement (CITM) tool. 6. Conduct chemical treatment of each well as specified herein using Well-Klean (R) Pre-blend, Sodium Bicarbonate (NaHCO3), and other approved chemicals. These chemicals will need to be carefully swabbed and agitated separately, throughout the perforated (or screened) intervals of each well casing, as specified herein. The bid item is based on the total number of gallons 01225.0006/548045.1 A-2 of water to be treated in the well and the treatment method (chemicals to be used) specifically recommended by HCT. 7. Conduct mechanical redevelopment at each well by simultaneous airlifting and swabbing of the well casing. Care must be exercised by the CONTRACTOR when using swabbing tools to preclude damage to any and all sections of the well casing. Discharge the fluids into one or more temporary onsite above-ground tanks for treatment, prior to final disposal. Fluids discharged during this and all other tasks as part of this Work shall only be released in compliance with the CITY'S MS4 permit (California Regional Water Quality Control Board, Santa Ana Region Order No. R8-2010-0036, NPDES No. CAS618036, see Appendix D) and any other requirements specified by the CITY. 8. Perform interim video surveys to help ensure the effectiveness of the chemical and mechanical rehabilitation operations. These interim video surveys are to be reviewed by the CITY and its TECHNICAL REPRESENTATIVE. 9. Install casing patches (swages) in each well, as directed by the CITY (additive bid item). 10. Conduct a measurement of the current diameter of the casing in each well, using a caliper tool, as directed by the CITY prior to the proposed installation of a casing liner. 11. Conduct a plumbness and alignment survey (additive bid item) in each well using a dummy and a gyroscopic deviation tool, prior to the proposed installation of the optional casing liner, as directed by the CITY. 12. A casing liner shall be installed in each well, as directed by the CITY (additive bid item). The final design for a Casing Liner shall be provided to the CONTRACTOR by the CITY. 13. Install a temporary deep well, turbine-type test pump in the well and conduct pumping redevelopment (pumping and surging) in each well. Pump the initial discharge to temporary onsite above-ground tank(s), collect a water sample, and analyze the sample for all constituents specified in the CITY'S MS4 permit (see Appendix D). The motor (i.e., prime mover) that drives the test pump shall be an internal combustion powered engine. During this pumping redevelopment, water levels shall be monitored using an electronic water level sounder, pumping rates/volumes using a dual reading (instantaneous and total flow) flow meter, and sand production using a Rossum Centrifugal Sand Sampler (Rossum-type sand tester) device. 14. Perform a step drawdown pumping test for up to 12 hours, and then a constant rate pumping test for between 24 and 48 hours, to determine the new (current) specific capacity of each newly rehabilitated well. Water levels, pumping rates/volumes, and sand production shall be monitored during these tests. 15. Conduct a dynamic flowmeter (spinner) survey near the end of the constant rate pumping test in each well. 16. Perform additional pumping and sampling at Well Nos. 12 and 14. The two (2) additional sampling events that will be performed in each of these wells, shall be performed with the previously installed temporary pumping equipment and discharge piping. 17. Perform a final video survey in each well following removal of the test pump to check each well casing for possible damage from installation and/or removal of the temporary test pump, and to determine the amount of sediment fill at the bottom of the well casing; bail the accumulated sediment fill. 18. Conduct a static (non-pumping) spinner survey in each well following, the final video survey in each well. 19. Perform the final disinfection of the well and conduct site cleanup at each well site, as specified. 20. Restore each site to its original condition, prior to work at each site. 21. Standby time, as directed by CITY, for active or inactive procedures of the well rehabilitation.
