These services consist of furnishing materials, equipment, tools, labor and incidentals for the performance of these services as well as providing before and after color photographs to adequately document the services performed. The general items of service to be performed will be determined by the City as the Community Improvement Department. The Consultant shall be able to arrive at the required location within a timely manner and shall have all supplies available on-hand to begin abatement immediately upon arrival at the property. The Consultant shall provide landscaping and light general maintenance services, which shall include, but not limited to: o Board-up of vacant dangerous building according to adopted City of Ontario requirements (similar to HUD standards). o Resecuring of dangerous buildings after intrusions and/or other activities (removal and replacement of locks, etc). o Debris clean-up of vandalized or fire damaged structures. o Abatement/removal of graffiti (paint to match). o Weed abatement and trash removal. o Fence repair or replacement (all types). o Removal of equipment, furniture or other types of household goods and private property from illegal storage locations. o Maintenance or removal of landscape to include large shrubs and tree trimming. o Miscellaneous clean-up (removal of illegal non-hazardous pumps), repair, painting, light handyman tasks, and hauling. o Installations and/or inspection of irrigation systems, meters, timing devices, etc. o Installation and/or inspections of plant material, trees, shrubs, turf, or other types of vegetation, or ground cover. o Sign installation or removal. o Drainage of stagnant swimming pools. o Other similar duties or tasks as assigned. This is a State Prevailing Wage Project. List all subcontractors being paid in excess of 1/2 of 1% of the total bid amount. Absent a named sub for any portion of the work, Bidder agrees he is qualified and will perform that portion of the work It is the bidder's responsibility to become familiar with the contract documents in their entirety. All forms in the bid booklet must be properly completed to be deemed responsive. The City reserves the right to order more, less, or no items at the "per unit cost" stated in the bid proposal. The City reserves the right to award its total requirements to one bidder, or to apportion those requirements among several Bidders as the City may deem to be in its best interests. Award of contract will be made by City Council. Bidders must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Questions sent directly to City Staff will not be addressed and you will be directed to submit your question(s) online. Quantities listed are annual estimates only and not indicative of a guaranteed level of usage. Any items not listed on this bid shall be purchased at equivalent category discount. Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so. This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City's best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award. The City has established a local preference to vendors located within the City limits of Ontario a 1 3/4% advantage in the City's determination of low bid, and a 3/4% advantage of vendors outside the City but within the County of San Bernardino. The Method of Contractor Selection has not been determined at this time.
