As needed, the City may require assistance performing any one or more of the following tasks: 1. Conduct site inspections at least once (1) per quarter for SIUs, once (1) per year for Class IZ, IIZ, and IIIZ facilities, and as needed or requested for all other industries. 2. Review and evaluate Self-Monitoring Reports (SMRs) from permitted users to ensure compliance and determine Significant Non-Compliance (SNC) for SIUs. Update management accordingly, and if requested initiate first line enforcement actions. 3. Assist with the compilation of the annual, monthly, or quarterly program reports as required. 4. Conduct necessary pre, post, and follow-up activities associated with site inspections for existing or new industries or tenant improvements that require program involvement and update management accordingly of the findings. Write inspection reports and maintain other related documents and file them in their proper locations. 5. Log data into the City's building permit database, Accela, and update Accela fields accordingly. 6. Ensure effective communication with both customers and internal staff. 7. Generally, assist to carry out program activities when requested. 8. Initiate scheduling of sampling activities with the City contracted laboratory. 9. Assist with industry water balance, permit draft, and input information into Accela to facilitate permit draft. 10. Perform other program support functions when requested. Special Services to Be Provided to the Pretreatment Program When Requested: 1. Develop and update manuals containing standard operating procedures (SOPs). 2. Provide training to staff and develop training materials on federal or state environmental regulations, BMPs, and other related topics. 3. Perform or take part in meetings with City staff, developers, civil engineers, and other regional agencies. Civil Engineering Support Services: The Ontario Municipal Utilities Company (OMUC) may utilize on call professional project management/staff augmentation services. The consultant will support the OMUC CIP Program by overseeing and managing the planning, design, and/or construction of public works projects. These duties will include, but are not limited to: 1. Compile and/or prepare technical documentation, as-built drawings, equipment lists, manuals, and training materials, etc. 2. Preparing and reviewing requests for proposals for various professional services, such as Engineering and Geotechnical Engineering/Material Testing. 3. Evaluating and selecting consultants. 4. Negotiating, administering, and managing agreements for consultant services. 5. Managing other consultants in the preparation of project specifications and engineering plans. 6. Oversee the construction of various projects, including acting as Project Manager of the Project Delivery team that includes the contractor, and supporting professional engineering services. 7. Preparing and monitoring the progress of projects against project budgets and schedules. 8. Report project progress via the City's Project/Program Management software (CPMAxis). 9. Preparing City Council staff reports. 10. Preparing correspondences and making recommendations on complex technical engineering issues. 11. Provide general administrative and project management support for engineering projects. 12. Communicate with other local, state, and federal regulatory agencies, and general public as required.
