As required, a hearing was held on December 1, 2021, at 10:00 am in the offices of Hoffman Construction Company of Washington pursuant to this intent. Any comments received that were deemed appropriate have been incorporated into this RFQ. The Newhouse Building Replacement project consists of constructing a replacement for the existing Newhouse Building as part of the Legislative Campus Modernization (LCM) project in Olympia. The new office building will house Senate Offices, Senate Administration, Page School and Senate Security and Administrative Services. The new building will be 4 stories, approximately 65,000 gsf and will be a high-performance building that meets net-zero-ready energy standards, with an energy use intensity of no greater than 35. The scope also includes some site work outside the footprint of the existing building as part of the overall LCM global subproject. The Electrical scope of work for the project includes power, lighting, fire alarm, communications and security. Design and Construction Schematic Design Complete March 2022 Design Development Complete July 2022 Construction Documents Complete December 2022 MACC Negotiations Feb/Mar 2023 Construction Start Spring 2023 Construction Substantially Complete Summer 2025 Due to circumstances related to COVID-19, it is requested that no more than 1 person per company attend in person. Masks are required. Although not mandatory, it is highly encouraged that all interested firms attend this meeting. Respond to each of the items set forth below in a clear and concise manner. Brevity is encouraged. Responses must be in the same order as listed, clearly separated with tabs and labeled by response. Pay attention to specific request for information. The submittals shall be organized in a manner that will enable the selection committee to quickly access pertinent information. Every effort should be made to avoid duplicating the information presented in the response to the RFQ. The Statement of Qualifications shall be in 8-1/2" x 11" format; one electronic copy (not exceeding 25MB in size) emailed to bids@hoffmancorp.com. The submittals shall be tabbed to coincide with the sections below. Please limit submittals to 20 pages maximum, (min 10 pt font) excluding the cover letter, tabs and forms A, B & the Subcontractor/Vendor Questionnaire. Double sided pages shall count as two pages. Any questions regarding the RFQ should be directed to Brent Anderson via email as per contact information below. 2.1 The first step in the selection process shall consist of the submittal of a Statement of Qualifications which will be evaluated in accordance with the criteria set forth in this Request for Qualifications (RFQ). Firms responding to the Request for Qualifications will be reviewed by an evaluation committee and ranked based on the evaluation criteria set forth in Section 7 of these instructions. Evaluation Committee will consist of representatives from the Owner, Architect & GC/CM. 2.2 The second step will be to issue a Request for Proposal (RFP) and interview the most qualified firms. Interviews will be scored by an evaluation committee based on the criteria noted in Section 8 of these instructions. The RFP will request pricing for the Percent Fee stated as a percentage of the advertised Maximum Allowable Subcontract Cost (MASC) and a fixed amount for the detailed Specified General Conditions Work that will be described in the RFP. 2.3 The Subcontractor earning the highest combined score for the RFQ, the interview and cost proposal will be selected for the Preconstruction Services and to negotiate a Maximum Allowable Subcontract Cost (MASC). At that time, a Professional Services Agreement will be executed for Preconstruction Services. 2.4 MACC negotiations will occur pursuant to the GC/CM contract when the scope of the project is adequately defined and the Construction Documents are at least ninety percent (90%) complete as mutually determined by the GC/CM, EC/CM and DES, but not later than the completion of the Construction Documents. At the time the GC/CM MACC is successfully negotiated (and the Electrical MASC is negotiated), the GC/CM will execute a Subcontract for Construction Services. Agency Requirement: 15% of total labor hours - Apprenticeship participation - RCW 39.04 Agency Goals are: 10% Minority owned certified by WA OMWBE 6% Women owned certified by WA OMWBE 5% Veteran owned certified by WA Dept. of Veterans Affairs 5% WA small business self-identified in WA Electronic Business Solution Construction on the Newhouse Building Replacement is anticipated to begin Spring 2023 and complete in Summer of 2025
