PROJECT DESCRIPTION: The general nature of the work consists of furnishing all labor, material, equipment, services, and incidentals required for the project. The scope of the work includes ADA Improvements to City Hall and all appurtenant work This is a Federally-assisted construction contract. Federal Labor Standards Provisions including prevailing wage requirements of the Davis-Bacon and Related Acts (DBRA) will be enforced. In the event of a conflict between Federal and State prevailing wage rates, the higher of the two will prevail. The successful bidder shall be licensed according with the provisions of the Business and Professional Code and shall possess a Class A license at the time this contract is awarded. The successful Contractor and his/her subcontractors will be required to possess business licenses from the City of Duarte. The City will deduct a 5 percent retention from all progress payments The successful Contractor and his/her subcontractors will be required to possess a business license from the City of Duarte. This is the second bid notice for this project. A few months back the City bid this project and received few bids. Based on that result, the City reevaluated the bid package and the project requirements. Several changes were made which the City feels will make this project more appealing. This is a HUD Section 3 Contract, and all Bidders/Proposers must commit to achieving established requirements, including benchmarks, for Section 3 workers 4 and Targeted Section 3 workers to be considered a responsive bidder/proposer and eligible for a contract award. The work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.
