Site work, paving and renovation of a mixed-use development in Louisville, Kentucky. Completed plans call for the renovation of a water / sewer project; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Description and location of Project: The Project provides for the construction of new 8-inch gravity sewer pipe, 6-inch force main pipe that connects to the existing ductile iron force main, installation of manhole, decommissioning existing pump station, installation of a new pump station with wetwell valve vault, pumps, valves and electrical components and accessories, construction of new concrete access drive and pad, asphalt pavement repair, relocate and re-install generator and generator pad, construction of 6-feet chain link fence and gate, and appurtenances. The project is generally located on private property off Wathen Lane on 2700 7th Street Road. All work shall be done in accordance to MSD's Standard Specifications. The Engineer's Construction Cost Estimate for this project is between $550,000.00 and $800,000.00. The Project Manager for this Invitation to Bid is Meskerem Eshetu, P.E.. All inquiries and questions prior to the bid opening shall be Directed, in writing, to MSD's Project Manager, Meskerem Eshetu E-mail: meskerem.eshetu @louisvillemsd.org. Questions received less than ten days prior to the date for opening of bids may not be answered. Only answers by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. All inquiries and questions between the bid opening and the contract awarding shall be directed, in writing, to MSD's Chief Engineer, David Johnson, P.E. This project is funded with funds provided by the Kentucky Clean Water State Revolving Fund (SRF) with federal funds provided by the Environmental Protection Agency. SRF requirements (including American Iron and Steel and Federal Davis- Bacon Wage Rates) and provisions must be met by the Bidder and all subcontractors. This procurement will be subject to Kentucky Division of Water Procurement Guidance. Per Kentucky Division of Water Procurement Guidance documents, bidders shall comply with applicable 40 CFR 31.36 requirements referenced in such documents and the following: (1) the President's Executive Order 11246 (Equal Employment Opportunity) as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin, (2) Title VI of the Civil Rights Act of 1964, (3) the Anti-Kickback Act, and (4) the Contract Work Hours Standards Act. Contractor and its Subcontractors shall comply with 41 CFR Part 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR Part 60-4, if applicable to the area of the Project. Bidder shall make positive efforts to use small, minority, women-owned, and disadvantaged businesses. MSD SUPPLIER DIVERSITY MINORITY AND WOMAN BUSINESS ENTERPRISE PROGRAM POLICY AND PROCEDURES MANUAL (MBE/WBE PROGRAM) - FOR CONSTRUCTION CONTRACTS $150,000 AND GREATER for Minority Business Enterprise (MBE) and Woman Business Enterprise (WBE) subcontracting participation. Effective June 1, 2020, MSD has adopted and implemented the revised MSD Supplier Diversity Minority and Woman Business Enterprise Program Policy and Procedures Manual, modifying the MBE and WBE participation goals on construction services and construction-related services, in accordance with the MSD Disparity Study (Study). The Study provided the factual predicate for MSD to establish new MBE and WBE goals in MSD contracting. The MSD MBE\WBE Program modified subcontracting goals are listed below: 18.0% MBE - African American, 2.0% MBE - Asian-Indian American and 15.0% WBE - Caucasian Female participation respectively required for this project. MBE and WBE businesses are encouraged to bid on this project as a prime contractor. MSD is an Equal Opportunity Employer. MSD BID DISCOUNT: Not Applicable This MSD construction project is bid and advertised as: Construction Services: YES Construction-related Services: NO LOCAL LABOR COMMITMENT PREFERENCE: No COMMUNITY BENEFITS PROGRAM No The contract will be awarded on the basis of the lowest, responsive, responsible bid, subject to the approval of the MSD Board. MSD reserves the right to reject any or all bids or waive any informality in any bid. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall commence the Work and shall achieve Substantial Completion ofthe Project in accordance with the requirements ofthe Contract within 270 consecutive calendar days. Final Completion shall be achieved within 300 calendar days of commencement. a. Bid Bond in the amount of 7.5% ofthe Total Bid, and a Performance Bond in the penal sum not less than one hundred percent (100%) ofthe Contract Price, and a Payment Bond in the penal sum not less than one hundred percent (100%) ofthe Contract Price, and a Maintenance Bond: In most cases this amount will be 100% of the cost of pavement restoration, if any, included in the Contract Price or a specific amount per project.
