The City of San Carlos is seeking experienced and qualified Geotechnical Engineering and Special Testing and Inspection firm(s) to perform related professional services for the discipline listed below. The City will contract with the primary firm, under which sub consultants may operate. The City is requesting services for up to a three (3) year period. The term of the agreement shall be for one (1) year, with up to two (2) one (1) year extensions. 1. Geotechnical Engineering; 2. Special Testing; and 3. Inspection Services. Firms shall submit an electronic pdf file of the qualifications and shall name the electronic file in the following format:"Consultant Name-Geotechnical Engineering and Special Testing"Primary firms along with sub consultants shall submit statements delineating the disciplines that they wish to be qualified. The disciplines include, but are not necessarily limited to the following areas of experience and expertise.Geotechnical Engineering: Consultant shall provide all services and work required to provide geotechnical engineering services. The work includes, but not limited to: independent review of soils reports, seismic hazard and earthquake fault zone studies and other geotechnical, geologic, and hydrologic documents, overview of fault investigation excavations and other similar field investigations, plan reviews, preparation of plans and specifications, preparing engineer's estimates, performing and preparing geotechnical and hydrological studies, preliminary soils/geology investigation, levee embankment repair, channel restoration recommendations, site evaluation, soils inspection, soil foundation recommendations, bearing values and compaction testing, as well as geologic mapping, mass site grading inspection and compaction testing, pavement design, remedial grading recommendations, liquefaction studies and plant inspection. o Special Testing, and Inspection Services: Consultant shall provide all services and work required to review concrete and asphalt mix designs, field materials testing, laboratory materials testing, and structural steel testing. The work includes, but not limited to: density testing of sub-grade and aggregate base, sampling of materials, field concrete sampling and testing (include slump, air content, mix and ambient temperatures, unit weight, yield, and compressive strength specimens), field asphalt sampling and observation (include checking lay down temperatures and mat thickness, nuclear density testing to establish rolling patterns, sampling hot mix for laboratory testing, coring for thickness, compaction, and voids determination), compaction curves, sieve analysis (coarse and fine with wash), plasticity index, concrete compression test, extraction (% bitumen), Marshall flow and stability, maximum theoretical specific gravity, shop and field welding inspection, ultrasonic testing, bolt inspection, high strength bolt testing, visual inspection, liquid-penetrant test, magnetic particle test and radiographic examination and film interpretation, and subsurface exploration and testing.
