The City of Hendersonville (city), Tennessee, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a firm who can load, haul and dump brush and limb debris from the city's right-of way. The city is seeking a firm to remove the brush and limb debris caused by the December 11th EF-1 Tornado. It is anticipated that a declaration will be made for Sumner County for FEMA public assistance. Therefore, the firm must be able to comply with FEMA and TEMA requirements for said services. The City of Hendersonville is in immediate need of debris removal services and anticipates entering into a contract one-week after the proposal's due date. Scope of services shall consist of:Brush and limb loading from the city's right-of-way. Trucks and equipment must remain on the paved streets at all times. Debris is mainly piled on the side of the roadway within the city's right-of-way. Knuckle-boom trucks have been the standard for this work. Right-of-Way limits are indicated between power poles on either side of the street, in areas where there is above-ground electric. Otherwise, public right-of-way is indicated from back of sidewalk to back of sidewalk. Only brush and limb debris are being considered with this RFP - no trash or other debris is allowable. Limbs range in size, with a diameter of 1/2 " to approximately 36", and with a length from 1' to approximately 14'. Trucks must have a capacity for at least 20 cubic yards. No cutting of brush or limbs is being considered with this RFP. All debris will be hauled to the city's limb landfill at 501 Forest Retreat Dr. The landfill is open from 6am to 4pm and there is generally no wait time. Storm debris has a designated area for dumping within the landfill. There is no charge for dumping, but a load ticket must be completed by the landfill monitor before entering the site. Each load must be documented with at least the following information (forms can be provided by the city): date, start/stop time, driver name, truck identifier, address of pickup/drop-off, cubic yards of debris. Location of debris pickup is in the City of Hendersonville on the Walton Ferry and Indian Lake Peninsulas, approximately 6 miles from the city landfill. A preferred, but not required, stand-alone or additional service is the chipping and/or incinerating of the brush and limbs. All questions related to this Request for Proposals must be received electronically, at jeckenroth@hvilletn.org, no later than Friday, January 07, 2022, all questions received after January 07, 2022, will not be considered. If questions are received the city will post one addendum on the city website by 11:00 p.m. CST Monday, January 10, 2022. Evaluation proceedings will be conducted within the established guidelines regarding equal employment opportunity and nondiscriminatory action based upon the grounds of race, color, religion, national origin, sex, creed, age, and disability. Interested certified Disadvantaged Business Enterprise (DBE) firms as well as other minority-owned and women-owned firms are encouraged to respond to all advertisements by the city. The method of Contractor Selection has not been Determined at this time.
