The City of Lakeport will be constructing a new Lakefront Park in the spring of 2022. Included in the park design are skatepark and splash pad features requiring specially qualified contractors to construct. In order for the general contractor to be responsive to the bid solicitation, the City is requiring that contractors for these two features be pre-qualified prior to bid submission. To this end, the City of Lakeport is seeking qualified contractors to include in the park solicitation package. Only contractors submitting qualifications with this soliciation may be included in the project bid package and allowed to be listed as contractor/subcontractors on the project for the skatepark and splash pad features. However, submission of an adequate pre-qualification questionnaire does not guarantee an eventual award. To assist contractors in determining if they are qualified for the work, the City is providing on their website the 95% plans and specifications for the park. These plans and specifications are only to be used to determine interest in and qualifications for working on the project. They are not to be used for bid preparation for the project. It is understood that the exact detailed requirements indicated in both the plans and specifications may change between this solicitation for qualifications and the actual bid. Contractors interested in submiting qualifications shall thoroughly review the project 95% plans, specifications, and the qualifications listed below: Skate Park Contractor Qualification The skate park structure improvements include (but not limited to) finish grading, rebar work, fabricated metal work, concrete pool coping, concrete work, and shotcrete work that require qualifications as described herein. Contractors bidding the skate park structure shall have satisfactorily completed the installation of a minimum of four (4) similar skate park projects in accordance with the project plans and written specifications. All qualifying projects must have been completed by the same contractor submitting qualifications. Qualifying projects must include concrete skate park structures of comparable size, finishes, transitions, coping types and features built within the last five (5) years. Qualifying projects must be listed on the attached qualifications submittal form. If Contractor intends to use an ACI certified Nozzleman for Shotcrete installation other than the Nozzleman who performed work for the required qualifying projects, the Contractor must submit four (4) qualifying projects that the ACI Certified Nozzleman has performed. Qualifying project shall be of the same requirement as described herein Only the Nozzleman referenced with the bid shall be permitted to perform shotcrete work for the said project. Should the Contractor want to substitute the qualifying Nozzleman of record with another Nozzleman, the Contractor shall make an application to the Owner providing all qualifying records of the proposed substitute Nozzleman at least five (5) days in advance of said work. The Owner shall reserve the right to reject any substitute Nozzleman not meeting the qualifying requirements. The Skate Park contractor shall provide references for four (4) qualifying reference projects and proposed Nozzleman including location of qualifying projects, size, owner contact information, and total construction costs including change orders below. The Spray Park improvements include (but are not limited to) electrical, plumbing, and concrete work that require the qualifications as described herein. The Spray Park sub-contractor shall be factory-certified by Water Odyssey by Fountain People, Inc. specializing in performing the work with a minimum of five (5) Skate & Spray Park Pre-qualification Page 2 City of Lakeport 272290.1 years of experience. Contractors bidding the spray park structure shall have satisfactorily completed the installation of a minimum of four (4) similar spray park projects in accordance with the project plans and written specifications. All qualifying projects must have been completed by the same contractor submitting qualifications. Qualifying projects must have been completed in the past five (5) years and include aquatic structures such as those in Lake Front Park. Answers to questions contained in the attached questionnaire are required. The City of Lakeport will use these documents as the basis of rating Contractors in respect to contracts upon which each Contractor is qualified to bid. City of Lakeport reserves the right to check other sources available. The City of Lakeport's decision will be based on objective evaluation criteria. City of Lakeport reserves the right to adjust, increase, limit, suspend or rescind the pre-qualification rating based on subsequently learned information. Contractors whose rating changes sufficient to disqualify them will be notified, and given an opportunity for a hearing consistent with the hearing procedures described below for appealing a pre-qualification rating. A contractor that successfully pre-qualifies will still be required to meet all requirements of the bid package to be posted at a later date before any award; thus prequalification is a necessary but not sufficient prerequisite to eventual award. While it is the intent of the pre-qualification questionnaire and documents required therewith to assist City of Lakeport in determining bidder responsibility prior to inclusion on a bid by the general contractor for the Lakefront Park project and to aid City of Lakeport in selecting the lowest responsible bidder, neither the fact of pre-qualification, nor any pre-qualification rating, will preclude City of Lakeport from a post-bid consideration and determination of whether a bidder has the quality, fitness, capacity and experience to Skate & Spray Park Pre-qualification satisfactorily perform the proposed work, and has demonstrated the requisite trustworthiness.
