Site work and new construction of a multi-residential development in Fruitvale, British Columbia. Completed plans call for the construction of a three-story above grade, 31-unit multi-residential development; and for site work for a multi-residential development.

This Request for Proposal (RFP) is an invitation from the Lower Columbia Affordable Housing Society (LCAHS) to provide Construction Manager (at Risk) services for the Beaver Valley Middle School Affordable Housing Project. The project consists of a new build in the parking area of the former Beaver Valley Middle School located at 1800 Columbia Gardens Road, Fruitvale BC. The school structure remains on-site but is not within the subject development parcel. The site is currently owned by the Village of Fruitvale, and the project is primarily funded through BC Housing's Community Housing Fund. LCAHS is seeking a Construction Manager (CM) to provide pre-construction management services for the Beaver Valley Middle School Affordable Housing Project and will offer the successful proponent the first opportunity to negotiate with LCAHS to become the General Contractor for the project. The General Contractor will ultimately be responsible for all work, scheduling, and costs up to the Contract Value or any approved additional expenditures. 3-storey wood-frame development; 31 residential units with auxiliary residential amenity spaces. Target populations: low-income seniors, single-parent and low-income family households, adults with disabilities, including individuals with developmental disabilities with independently managed supports through CLBC. A mix of 1-, 2-, and 3-bedroom units provided at the Community Housing Fund’s mixed-income model. Six (6) fully accessible units integrated throughout the building (i.e., interspersed design to promote inclusivity), meeting both BC Housing and CMHC Co-Investment Fund program requirements. At a minimum, the Project will achieve 25% energy/GHG reduction as per NECB and Step Code 3 requirements for energy performance.
