Site work for a civil project in Benton Harbor, Michigan. Completed plans call for site work for a water / sewer project.
The work covered by the Contract Documents consists of improvements to the wastewater collection system in Benton Charter Township. Work includes but is not limited to: - 760 feet of 36", 2,450 feet of 21", 200 feet of 15", 300 feet of 12", and 830 feet of 8" sanitary sewer - 1,620 feet of HDPE IPS DR 11 force main, including an 840-foot horizontal directional drill - 380 feet of 36" and 110 feet of 24" bore and jack (3 locations) - Mobile groundwater treatment - Construction of a new triplex submersible lift station including a permanent standby generator, meter chamber, and air release structure as well as all associated equipment, valves, piping, mechanical, electrical, controls, and site work. - Demolition of three existing can-type lift stations. Work also includes, but is not limited to, sanitary sewer and force main removal and abandonment, incidental storm sewer removal and replacement, bypass pumping, maintenance of traffic, and lawn and roadside restoration. Contractor shall furnish adequate material, equipment, labor, and supervision to complete the specified work, which also includes testing and placing the systems in operation in compliance with the standards of these specifications. The Prime Contractor is hereby notified that their bidding on this project must follow, document, and maintain documentation of their Good Faith Efforts to ensure that DBEs have the opportunity to participate in the project by increasing DBE awareness of procurement efforts and outreach. Soliciting DBEs for bids can also take the form of direct emails, phone solicitations, posting a notice on your Website, etc. See the Proposal Checklist and Appendix C for additional requirements. The work to be performed under this contract will be financed and paid for by funds received from by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) State Revolving Fund (SRF), the EGLE Drinking Water Revolving Fund (DWRF). SRF and DWRF monies will be received by Benton Charter Township. Davis-Bacon/Prevailing Federal Wages apply to this project. Federal Labor Standards Provisions and associated documents that are incorporated in this contract are included in Appendix C. The SRF Project Number is 5729-01. The Contractor also will be required to comply with the debarment and American Iron and Steel contractual language included in Appendix C. A bid bond, certified check, or cashier's check payable to Benton Charter Township in an amount equal to five percent (5%) of the total price shall accompany each bid. This surety shall bind the bidder for a period of 90 days after the receipt of bids. The Owner reserves the right to reject any or all bids and to waive any irregularities in bidding. No bid may be withdrawn after the scheduled closing time for receiving bids for at least 90 days thereafter. A Partial Notice to Proceed with only tree removal work on properties with secured easements will be issued upon receipt of Contractor's required bonds and insurance. Completion of easement acquisition for -0006-01-6 (BH Auto Group LLC), -0002-01-6 (HD Development of Maryland), and -0002-025-4 (Coleman) properties is not anticipated until July 1, 2022. A Notice to Proceed for all other work will be issued upon receipt of proposed easements and successful completion of financial arrangements with the State Revolving Fund. Contractor shall anticipate work cannot commence until July 1, 2022 and must be complete and ready for final payment no later than June 30, 2023.
