THIS IS A SOURCES SOUGHT NOTICE ONLY. This announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this sources sought, and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. COMPETITION AND SET-ASIDE DECISIONS WILL BE MADE BASED ON THE RESULTS OF THIS MARKET RESEARCH AND THE FEEDBACK FROM THIS SOURCES SOUGHT. This notice is a market research tool used for planning purposes only to gain knowledge of the interest, capabilities, and qualifications of Small and Large Businesses. Responses to this sources sought synopsis will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government plans to proceed with an acquisition, a solicitation announcement will be published in the BETA/SAM.com. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Government contemplates soliciting Firm Fixed-Price Multiple Award Task Order Contracts (MATOC) for Design-Build and Design-Bid-Build Construction projects for the Corps of Engineers, New Orleans District under NAICS Code 237990, Other Heavy and Civil Construction. Work envisioned will include horizontal construction services in support of USACE New Orleans District Civil Works Program. The potential projects will be both Design-Bid (DB) and Design Bid Build (DBB). The horizontal construction requirements are estimated to be approximately $450M. It is anticipated that this requirement will be awarded as Multiple Award Task Order Contracts (MATOC), with the primary focus within the New Orleans District area of responsibility but could be used throughout the Mississippi Valley boundaries. The type projects anticipated to be completed under the resulting contracts include construction or repair of marine structures, dredge material placement areas, flood control structures, levees, jetties, channels, erosion protection, hydraulic gates, retaining walls, drainage improvements, pump stations, roads, bridges, and other related infrastructure. These projects may be design-build or design-bid-build. The following information is requested from this Sources Sought Notification (Response should be no more than 10 pages): 1. Firm's name, addresses, point of contact, phone number, and e-mail address. 2. Firm's DUNS and CAGE CODE number. 3. Firm's interest in providing a proposal on a pending solicitation, once issued. 4. Firm's capability to perform a contract range of potentially $1,000,000 to $50,000,000. 5. List the competitive advantages that your firm can offer in terms of cost. 6. Does your company have previous work experience working in the U. S. Army Corps of Engineers, New Orleans District 7. Experience: Evidence of successful construction experience on Design-Build and Design Bid Build projects between $1 million and $50 million in magnitude completed or at least 50% complete within the last 5 years. Include contract numbers, project titles, total project dollar values and points of contact with current contact information to include telephone and facsimile numbers and e-mail addresses. Include the project name and description of the key features of the project (i.e., square footage, multi-story, etc.), completion date, total contract value and your company's level of involvement in the project. Please provide at least one point of contact (with email address and phone number) for project validation. 8. In the past 5 years, has your firm demonstrated the ability to complete a Design-Build or Design Bid Build project greater than $10,000,000.00 If so, please provide the information requested in paragraph 7. above for the project. 9. Please confirm that your firm's small business socio economic category is and state its business size as related to NAICS code 237990. Large Business Small Business SBA Certified 8(a) HUBZone Service-Disabled Veteran-Owned Small Business Women-Owned Small Business 10. Firm's Joint Venture information, if applicable. 11. Firm's Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars).
