Removal of two deteriorating corrugated metal pipes (CMP) and replacement with a new concrete box culvert through phased construction. Bid security in the amount of $5,000 must be provided with each Bid in accordance with the Instructions to Bidders. The Successful Bidder shall furnish 100 percent Performance and Payment Bonds in accordance with the Instructions to Bidders (Section 00200). Notice to Proceed is expected to be March 12, 2022, and construction is expected to start anytime thereafter. Project is subject to permitting, easements, and revisions. The Work is to be substantially complete within 60 days of construction start but must be substantially complete no later than October 31, 2022. The work is to be completed and ready for final payment on or before June 1, 2023. Liquidated damages of $500 per day will commence upon Substantial Completion for failure to complete the Work within the stipulated contract times. Along with the Bid, the Bidder shall supply Certificates of Insurance to the Owner, as defined in the Supplementary Conditions. The Owner and Engineer shall be named as additionally insured prior to the execution of the Contract.\ The apparent Successful Bidder shall submit a Qualifications Statement for each Subcontractor, Supplier and other person and organization requested, if any. The Qualification Statement(s) shall be submitted within five days of the Owner's or Engineer's request. Any such Subcontractor, Supplier, or other person or organization so identified may be revoked on the basis of reasonable objection after due investigation, in which case Contractor shall submit an acceptable substitute, without an increase in Bid price. The Owner reserves the right to reject any and all Bids, to waive any and all informalities not involving price, time or changes in the Work, and to negotiate contract terms with the Successful Bidder, and the right to disregard all non-conforming, non-responsive, unbalanced or conditional Bids. Also, Owner reserves the right to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid package is non-responsive, or the Bidder is unqualified or of doubtful financial ability, or fails to meet any other pertinent standard or criteria established by Owner. Discrepancies in the multiplication of units of Work and unit prices will be resolved in favor of the unit prices. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum.
