Project Title: Andrew Pickens Ranger District. Scope: The Contractor shall furnish the necessary personnel, material, equipment, facilities, supervision, transportation, operating supplies, and incidentals to perform the ordered tasks. Road maintenance includes services, such as: grading; ditch cleaning; cleaning culverts; minor culvert and drainage repair; slash busting; mowing, and spot surfacing. Road Construction includes activities, such as: replacing culverts; patching asphalt; major slump/slide removal; bridge repair; concrete placement; and aggregate re-surfacing. Contract Type: Single Award Indefinite Delivery/Indefinite Quantity (IDIQ); Firm Fixed Price (FFP) Construction. SCOPE OF CONTRACT This solicitation and any resulting contract(s) are for maintenance of Forest Service roads on the Andrew Pickens Ranger District. The Contractor shall furnish the necessary personnel, material, equipment, facilities, supervision, transportation, operating supplies, and incidentals to perform the ordered tasks. Road maintenance includes services, such as: grading; ditch cleaning; cleaning culverts; minor culvert and drainage repair; slash busting; mowing, and spot surfacing. Road Construction includes activities, such as: replacing culverts; patching asphalt; major slump/slide removal; bridge repair; concrete placement; and aggregate re-surfacing. Construction items are limited to $35,000 per task order. SCA wages and minor construction up to $35,000.00 are subject to Davis-Bacon Act wage rates. Wage determinations will be issued by the Contracting Officer (CO) for each task order. PROJECT LOCATON Andrew Pickens Ranger District office, 112 Andrew Pickens Cir, Mountain Rest, SC 29664. In the event of an emergency, or after a storm event, task orders may be requested on other Ranger Districts within the Francis Marion & Sumter National Forest. Upon such request the contractor and the government shall negotiate appropriate line-item adjustments for the expense of performing work on a district other than the Andrew Pickens Ranger District. District maps are available at the Andrew Pickens Ranger District Office. C.3 MAGNITUDE OF CONSTRUCTION PROJECT Between $500,000 and $1,000,000. C.4 TECHNICAL SPECIFICATIONS The work shall conform to these specifications and any supplemental specifications and/or scope of work issued with each individual Task Order. All work shall be performed in compliance with the most recent Occupational Safety and Health Administration (OSHA) regulations. The applicable Standard Specifications, Supplemental Specifications, and any Project Special Specifications will be shown in the specification listing contained in the individual Task Order. All specifications not included in the specification listing, but referenced by listed specifications, are applicable. The applicable Forest Service Supplemental Specifications or Forest Service Maintenance Specifications shown in the Task Order specification list will be physically attached to the order. The required standard specifications for Forest Service Road construction work are the following: Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, Federal Highways Administration (Referred to as FP-14*) 1. PROPOSAL EXPENSE AND PREAWARD COSTS: The Government will not pay any costs incurred in the preparation and submission of the initial and/or any subsequent proposals. 2. INQUIRIES a. The primary NAICS code is 237310 Highway, Street, and Bridge Construction. The small business size standard is $39.5 Million. B.3 Authorized Ordering Individuals Any Forest Service Contracting Officer may issue task orders, within their procurement warrant authority, under this contract. C.1 Scope of Contract A. This solicitation and any resulting contract(s) are for maintenance of Forest Service roads on the Andrew Pickens Ranger District. B. The Contractor shall furnish the necessary personnel, material, equipment, facilities, supervision, transportation, operating supplies, and incidentals to perform the ordered tasks. C. Road maintenance includes services, such as: grading; ditch cleaning; cleaning culverts; minor culvert and drainage repair; slash busting; mowing, and spot surfacing. D. Road Construction includes activities, such as: replacing culverts; patching asphalt; major slump/slide removal; bridge repair; concrete placement; and aggregate re-surfacing. Construction items are limited to $35,000 per task order. E. The estimated quantities stated in the Schedule of Items is the average annual volume of work expected under this contract. The actual volume of work will depend upon available funding, weather, and road conditions. F. The Forest Service may order an excavator, with operator, on a per hour basis for: (1) opening a forest road that has become overgrown with brush and trees; or (2) clearing debris dams from culverts during storm events. In both cases, at the time of placing the task order it is not possible for the Forest Service, or the Contractor, to estimate accurately the extent or duration of the work, or anticipate the cost of performance with any reasonable degree of confidence. Therefore, the Contractor shall provide the ordered equipment, with operator, to perform tasks identified by the Forest Service at an hourly rate. The Forest Service may only be invoiced for actual hours worked i.e. the Forest Service shall not be billed for hours when equipment breaks down and is being repaired. G. In the event of an emergency, or after a storm event, task orders may be requested on other Ranger Districts within the Francis Marion & Sumter National Forest. Upon such request the contractor and the government shall negotiate appropriate line item adjustments for the expense of performing work on a district other than the Andrew Pickens Ranger District. H. All work shall be performed in compliance with 29 CFR 1926, Safety and health Regulations for Construction and/or 29 CFR 1910, Safety and Health Regulation for General Industry. In addition, the contractor is required to have a Hazard Identification and Control mitigation analysis completed that identifies all safety hazards with abatement measures related to all work being completed on the contract. I. District maps are available at the Andrew Pickens Ranger District office, 112 Andrew Pickens Cir, Mountain Rest, SC 29664. The Government will supply the contractor with 2 copies of the administrative district map. A PDF copy of the map can be supplied for the contractor to print additional copies at their own expense. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
