The project is road construction Tenmile Road and bridge replacement Hume Lake Bridge. Sequioa National Forest. The work on this project is located on Forest Service Road 13S09 Tenmile and the Powder Can Picnic Area near Hume Lake Christian Camps (HLCC). The project includes, but is not limited to, performing asphalt pavement repairs using hot mix asphalt pavement on the Tenmile Road for an approximate length of 10.7 miles. Work also includes removal of the existing road bridge at Long Meadow Creek at Hume Lake Christian Camps and replacing the bridge with new precast prestressed voided concrete deck panel units on cast in place concrete pile foundations. Work also includes asphalt rehab for the Powder Can Picnic Area parking surface area. Work includes but is not limited to the following major items: 1. Demolish, remove, and dispose existing Road Bridge at HLCCs on the Tenmile Road, referred to as Hume Lake Bridge. 2. Construct one bridge bypass to include culverts on Long Meadow Creek up stream of the bridge construction. 3. Construct one new 55'-2" long road bridge with cast in place concrete piles, and pedestrian walkways (one 8' and one 6' wide) with rails according to specifications. 4. Traffic control for the bridge and road construction activities. 5. Hot Mix asphalt placement for full road width "right of way" at identified locations on the Tenmile Road. 6. Asphalt roadway milling, road reclamation, stockpile and placing existing asphalt in paved areas as specified. 7. Place, grade, and compact grindings with aggregate to specified thickness in areas and minor selective grindings placement as needed to repair deep potholes at identified locations throughout Tenmile Road. 8. Subgrade repair at identified locations on road length. 9. Patch pave with milling out of existing asphalt, overlays, and minor pothole repair at identified locations throughout Tenmile Road. 10. Placement of Micro Surface for the specified width and length on the Tenmile Road. 11. Culvert replacement at identified locations on the Tenmile Road. 12. Placement of aggregate surfaces on road turnouts and road spurs at identified locations throughout Tenmile Road. 13. USFS Powder Can Picnic Area parking surfacing rehabilitation as specified. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, testing, non-personal services, and all incidental items necessary to perform the project as described in this Statement of Work. All work will be performed in accordance with contract and applicable regulatory - federal, state, and local laws, regulations, and ordinances - requirements. All work shall be done in accordance with applicable Specifications and Industry Standards. Where one or more of these conflict, the most stringent shall apply to the prosecution of work. Period of Performance The project contract duration is estimated to have period of performance [POP] of 365 calendar days from the issuance of the Notice to Proceed [NTP]. Contract time includes delays for weather, locating and transporting supplies and materials, and final site cleanup. WORK/CONSTRUCTION TIMING. Work shall begin during summer 2022 on the TENMILE ROAD construction portion of this project. Contractor shall not begin work activities related to Hume Lake bridge replacement until after Labor Day. The Hume Lake water level will be lowered beginning immediately after Labor Day to allow bridge replacement activities to begin. The contractor is to use this time to proceed with bridge construction activities requiring access to stream bank when accessible. The Hume Lake Christian Camp [HLCC] 75th anniversary celebration is this year (2022) Labor Day weekend. It is recommended the contractor limit road-related work near HLCC to other areas of the project until after Labor Day to reduce impacts on both HLCC and on the contractor.
