The City of Creswell is seeking proposals from qualified firms in the State of Oregon to perform Wetland Consulting services related to conservation, mitigation, and development. The products of the study will fulfill Statewide Land Use Goal 5 (Natural Resources), Goal 6 (Water Quality), and Goal 10 (Housing). Creswell will choose a consultant based on an evaluation of approach, experience in similar projects, and professional qualifications. Creswell has used a "Safe Harbor" approach to management of wetland resource areas; this approach has proven to be an insurmountable hurdle to residential development on vacant or partially vacant land zoned for residential use. This impacts roughly 20 wetlands over 15 parcels. The Consultant will provide the Wetlands Plan, inclusive of the Environmental, Social, Economic, and Energy (ESEE) analysis, clear and objective categorization methodology, and policy language recommendations.
