The City of Edmonton is providing notice to subcontractors that they may submit pricing for work to be completed with the City's 50st Grade Separation Project. 50th Street provides access to adjacent developing industrial areas and functions as a major north-south commuter and goods movement corridor. Currently, the at-grade Canadian Pacific (CP) Railway crossing of 50th Street, north of the Sherwood Park Freeway, ranks among the top three priority locations to grade separate in the City based on delays, number of vehicles impacted, frequency of train crossings and other factors. With ongoing development along the 50 Street corridor, particularly along the industrial and residential areas south of Sherwood Park Freeway, traffic volumes and congestion at this crossing will continue to increase. For the Project, the City implemented a Construction Consultant General Contractor (CCGC) delivery model intended to produce construction efficiencies, increase collaboration and identify innovation opportunities between the Design Consultant, Contractor and the City. As part of this new project delivery process, a Sourcing Event was issued in June of 2020 to select an experienced general contractor with expertise in bridge structures, drainage, roadways, streetscaping, and working around railways to act as a Construction Consultant ("CC") in parallel with the Design Consultant. The CC provided Pre-Construction Phase consulting services throughout the preliminary and detailed design phases and provided assistance with field work as necessitated through design and approved by the City. Alberco Construction Ltd was selected as the CC for this project. This CCGC process allows the City the opportunity to potentially award a related construction contract to Alberco to perform the role of the General Contractor ("GC") on the construction and post construction phases of the Project. As part of the CCGC delivery model, in order for Alberco to obtain the award to become the GC for the project they must now participate in a Shadow Bidding process. For this shadow bidding process Alberco must now submit a Tender Sum to carry out construction delivery. Alberco's submitted Tender Sum will be compared to a shadow bid to help the City determine if Alberco will become the GC. Alberco and LCVM will need pricing for the following items as part of the shadow bidding process. Please refer to the attached Special Provisions and Drawings for further details: 1. Heavy Civil Construction - Bridges, retaining walls, roads, drainage, landscaping. 2. Material Supply - Steel, concrete, asphalt, gravel, engineered fills, pipe, geotextiles, soils Subcontractors who are interested in providing pricing for this Project are invited to contact both of the following contacts listed. Subcontractors must submit the same pricing to both Alberco and LCVM.
