All envelopes containing bid proposals shall be clearly marked "EAST BEAU STREET SPEED WARNING DEVICE". A certified check or bank draft payable to the order of East Washington Borough, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount not less than ten percent (10%) of the total bid shall be submitted with each bid. All bids must be submitted on a lump sum basis. East Washington Borough reserves the right to reject any and all bids or to waive any informality in the bidding. Bidders must be pre-qualified by the Pennsylvania Department of Transportation and submit proof thereof with their bid. Bidder shall comply with all state and federal laws prohibiting discrimination in hiring or employment opportunities.
