A bid bond in the amount of 5% of the total amount bid shall be attached to all bids as a guarantee that the successful bidder will, within ten (10) days of the date of notice of award, enter into contract and file the required bonds. No bidder may withdraw his bid within 45 days after the actual date of the opening thereof. The Owner reserves the right to reject any or all bids, waive any irregularities or technicalities without assigning any reason there of, and to make the awards in the best interest of the Owner. Bids are solicited and a contract award will be made pursuant to the Public Competitive Bidding Act of 1974 as amended (Title 61, O.S. 1981, Sections 101-136 et seq.) Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the office designated in the solicitation by the time specified in the solicitation. Any proposal, modification, or revision received at the office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered.
