Site work and paving for a sidewalk / parking lot in Eagle River, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Introduction Vilas County is seeking to obtain the services of a contractor to crack patch, seal coat and restripe seven parking lots and two driveway ramps. at our Courthouse and Justice Center in Eagle River, WI. Project Description To provide Vilas County with a total cost of services that will be listed in the scope of work. A. To determine the cost to crack patch, seal coat and restripe seven parking lots and two driveway ramps at the Vilas County Courthouse and Justice Center. B. To provide for a fair and objective evaluation of proposals. C. To collect information necessary for the evaluation of competitive proposals submitted by a qualified contractor. D. To result in a contract between the lowest responsible bidder and Vilas County that will complete the repairs and installation that meets or exceeds all applicable codes and standards. 1. Crack Sealing: a. Router each crack at a minimum of 1 inch x 1 inch. b. Clean surface and crack joint of all debris. c. Heat lance each crack at a min. of 2100 degrees F. to ensure sealant adhesion. d. Fill each crack with hot-applied liquid rubberized crack and joint sealant. Material shall meet or exceed Federal Specification 3405 and shall be installed according to manufacturer's recommendations using a double jacketed melter. Material shall be applied by use of a pressurized wand or pour pots. e. A four-inch wide over band shall be installed and leveled by striking with a squeegee to assure proper adhesion and to match existing pavement grade. 2. Seal Coating: a. Remove all loose and foreign debris from blacktop surfaces. b. Degrease, heat flash where necessary and coat pavement oil spots with a primer prior to seal coating. c. Apply at least two coats of coal tar emulsion asphalt sealer according to manufacturer's recommendations to surfaces to be seal coated. d. Furnish and provide in writing a warranty against seal coated areas showing premature wear, lifting, or peeling except when caused by plows or any other physical grinding of the surface. 3. Restripe seal coated areas: a. Layout and repaint all previously existing surface traffic markings with commercial grade acrylic latex traffic paint. Bid Cost and Duration/Proprietary Information The contractor must certify that the proposal and pricing will remain in effect and unchanged for a minimum of sixty (60) days from the date of the proposal opening. All materials submitted in response to the RFP will become the property of Vilas County and part of the official public record. All restrictions on the use of data contained within a proposal and all confidential information must be clearly identified as "Confidential and Proprietary Information." Confidential and Proprietary information submitted in a proposal, or in response to the RFP, will be handled in accordance with the applicable Wisconsin State Statute(s). Submission of Bids All bids should include the following information items. These items should also be used as the format around which proposals are organized. Exclusion of any of these items could be grounds for proposal rejection by Vilas County. A. A letter of transmittal, not to exceed two pages in length, which bears the signature of an authorized representative of the proposer. B. A description of your organization, including qualifications and references addressing why your organization is best suited to provide the requested services. C. A list and brief description of related project experience completed by your organization. D. A proposed schedule for the project. E. Project price quote and terms. F. Statement of all applicable insurance coverage, including but not limited to general liability and workers compensation. Please contact Russell Szuta to arrange a tour. Acceptance of Proposal All proposals shall be reviewed by Vilas County Public Property Committee. All attachments, additional pages, addenda or explanations supplied by the independent contractor with this proposal will be considered as part of the bid response. If the Committee chooses, contractor submitting proposals may be scheduled for an interview with the Committee at a future date and time to be determined by the Committee. If an oral presentation/interview is required of selected finalists, it shall be at the respondent's expense. An award may be made without discussion with the respondents. Therefore, respondents are cautioned that proposals should be submitted initially on the most favorable terms, from both a technical and cost standpoint. The County reserves the right to reject, in whole or in part, any and all proposals, to waive any formality, to request resubmission of proposals, and to accept the proposal determined to be in the best interest of the County. Proposals will be evaluated pursuant to the following criteria: o The extent that the proposal meets the needs of the County. o Demonstrated competence to meet quality requirements. o Proven experience of the proposer to provide similar services within established guidelines. o Ability to meet scheduled deadlines. o Cost of services compared to quantity and quality of services provided.
