Habersham County Board of Commissioners is soliciting proposals from qualified contractors to provide all necessary services and materials for the resurfacing of Tennis Courts and Reconfiguration of Tennis Courts to Pickleball Courts. Habersham County Board of Commissioners is soliciting proposals from qualified contractors to provide all necessary service and materials for the resurfacing of two (2) tennis courts and the reconfiguration of of two (2) tennis courts into six (6) pickleball courts at the Habersham County Recreation Center Tennis Courts, 120 Paul Franklin Road, Clarkesville, GA 30523 . This will completely renovate with tennis court area and other amenities for the residents to enjoy. All submittals will be evaluated in accordance with applicable Habersham County rules, regulations and laws. Bid bonds are not required for this RFP however, the successful bidder shall provide a 100% Payment and a 100% Performance Bond at the signing of the contract. Failure to supply bonds will result in default of contract. Successful bidders shall provide insurance in the amount of at least ($1,000,000.00) one million dollars as required by Paragraph 17 of the "Terms and Conditions" of these documents. The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of whether that proposal is selected. The Commissioners reserve the right to reject any or all bids, in whole or part, to waive technicalities and informalities or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references and other subjective criteria as the County may deem necessary and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that their proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder. Resurface (2) Tennis Courts (left side facing courts): The resurface of the tennis court side shall include, but is not limited to: o To assure surface adhesion, buff, or pressure wash court surface, removing stain, mildew, and all loose surface material. o Clean debris from cracks and use a patch binder, sand, and cement mixture to fill in cracks. o Flood courts with water to check for planarity and to identify low areas (birdbaths) and correct as needed. o Install the Riteway Crack Repair System (or approved equal) over the existing structural cracks. o Install one coat of fortified flexible acrylic resurface over entire court to provide a smooth and consistent surface. o Apply two coats of fortified flexible color coat over the entire court o Paint tennis court lines with two coats of textured latex line paint. o Install two new tennis nets with center straps Sand, Prime, and paint existing net posts. o Colors for the tennis courts will be decided by owner at a later date. o A minimum of three (3) coats of acrylic color coating must be applied. Convert (2) Tennis courts (right side facing courts) to SIX (6) Pickleball courts: Shall include but not limited to: o Remove existing tennis nets. Use existing posts for 4'tall divider fence between the 2 stacks. (Black vinyl coated or galvanized) o Sand, prime and repaint existing net posts. o To assure surface adhesion, buff, or pressure wash court surface, removing stain, mildew, and all loose surface material. o Flood courts with water to check for planarity and to identify low areas (birdbaths) and correct as needed o Clean debris from cracks and use a patch binder, sand, and cement mixture to fill in cracks. o Install the Riteway Crack Repair System (or approved equal) over the existing structural cracks. o Install one coat of fortified flexible acrylic resurface over entire court to provide a smooth and consistent surface. o Apply two coats of fortified flexible color coat over the entire court o Layout and paint the pickleball courts with two coats of white textured line paint. o Install new pickleball net posts and center anchor(s) anchored in concrete footings. o Install new (style) 31" tall pickleball nets, center straps, and ground anchors. (to allow for balls to go under the net) o Colors for the tennis courts will be decided by owner at a later date. o A minimum of three (3) coats of acrylic color coating must be applied.
