The Board reserves the right to accept or reject any or all bids, to waive irregularities in any proposal, and to make the award in any manner deemed in the best interest of the County of Eaton. Polymerized Emulsion (HFRS-2M & CRS-2M) shall be either an anionic emulsion classified as a high-float, rapid-setting emulsion, or a cationic rapid setting emulsion suitable for seal coating. CSS-1H diluted emulsion shall be standard CSS-1H emulsion formulated to be diluted by 50% for fog seal application. CRS-2M diluted emulsion shall be standard CRS-2M emulsion formulated to be diluted by 50% for fog seal application. Bid prices shall include the cost of delivery to any location in Eaton County and shall remain firm until December 31, 2022. The contract may be extended by one year until December 31, 2023 by mutual agreement of both parties
